"Serbia supporters displayed fascist slogans and made racist calls to ethnic Albanians during their team's match against Switzerland on Friday night," writes the prestigious media, " The Guardian."
The scenes at the 974 Stadium in Doha, where Switzerland won 3-2 to secure a place in the round of 16 in a match that unraveled during the second half, raise questions about the direction of FIFA and in particular her apparent tolerance for offensive cues.
Hasan Rrahmani arrived at the match with an Albanian flag around his neck, but says it was confiscated at the entrance, while humiliating nationalist symbols were allowed to pass. It says a WhatsApp message FIFA sent to security staff appeared to contain pictures of items and phrases that were not allowed.
"I was completely stunned when I saw the number of fascist slogans, t-shirts and flags," Rrahmani said.
He showed the Observer photographic evidence of a supporter wearing a green hat closely associated with atrocities committed in the Kosovo and Bosnia wars, and said the man was part of a group wearing the same outfit.
Among other items of clothing freely worn around the stadium, he says, were T-shirts that read "From Serbia to Tokyo," a nationalist slogan used by Serbian soccer fans during the wars of the 1990s. Rrahmani says the police were not interested in complaints about the items, or the three-finger gestures considered offensive in many contexts.
FIFA may find the supporters' chants easier to deal with, having issued a public message in the 77th minute calling for an end to "discriminatory chants and gestures". Rrahmani says that they were audible in the early part of the evening. "I was shocked by the vitriol, absolutely stunned," he says. "They were singing the filthiest racist songs."
Among those he says he heard were chants that included the word "Shiptar," a well-known derogatory term used against Albanians, and a call-and-response routine of "Kill, kill, kill Albanians." The fans also sang "Kosovo is the heart of Serbia", regarding their country's refusal to recognize Kosovo's independence, he says. "It would start in one corner and they would take the rest of the fans," Rrahmani said. Such chants are not unknown in matches where tensions between Serbia and Albania have flared, including the infamous "drone" game in October 2014, when a Euro 2016 qualifier in Belgrade descended into chaos.

Rrahmani points out that this was an anomaly in a pleasant experience in World Cup stadiums. He was born in Kosovo and lives in London; he has attended England and Wales in Qatar, but attended Friday's game to support Xherdan Shaqiri and Granit Xhaka, Switzerland's players who have Kosovar roots. Their goal celebrations in the same match at Russia 2018, forming Albanian eagle symbols with their hands, caused controversy and set much of the context for the second-half scenes in Doha.
