The dialogue between Belgrade and Pristina will continue today in Brussels, where the main negotiators, Petar Petkovic Besnik Bislimi, Deputy Prime Minister of Kosovo, will meet and according to reports, they will discuss the statute of the Union of Serbian Municipalities (USO). This was announced by Petkovic, who said that "we are finally entering into discussions about the text of the ZSO statute".

Kosovo: The draft of the association should be published

On the other hand, the government in Pristina, before the meeting in Brussels, demands that the whole process of talks on the draft statute of the association be more transparent. The spokesperson of the Government of Kosovo, Peparim Krieziu, has emphasized that Kosovo will respond to the request of the EU that the draft CPA is not published, although he thinks that the public should be aware of this. "In recent weeks, various texts have been circulating in the public opinion, which were reported as drafts of the European-American proposal. It is impossible for us as a government to comment on the veracity of each of them. Although for us, the draft proposed by Germany, France, Italy, the EU and the USA should already be public, but we will respect its confidentiality according to the request of those countries", Krieziu said.

Milosh Pavkovic, researcher at the Center for European Policy, does not expect that today's meeting in Brussels will bring anything concrete. "We saw that Lajcak was also in Pristina, and that the EU was involved in the history of the draft and that he is there, and if we don't have any official confirmation, maybe there was a final version of the draft. Now it has probably been presented to Belgrade and I believe it is expected that in that joint round in Brussels, Belgrade and Pristina will decide according to the draft that has been presented", says Pavkovic. Belgrade insists on the Brussels agreement

The security expert, Miroslav Bjegovic, believes that it is good that European officials are mentioning and demanding the formation of the ZSO, but what Belgrade does not agree with is that the ZSO be formed according to the Constitution of Kosovo. As he said, the ZSO should be formed according to the Brussels Agreement, for which the EU is the guarantor. "It is said clearly and loudly that the JSO should be formed with executive powers, and here our views differ because the EU insists on the JSO, as well as the American ambassador in Pristina, according to the Constitution of Kosovo. This is unacceptable and Serbia only demands that the Prishtina side fulfill the obligation from the Brussels Agreement, the formation of the ZSO with executive powers", added Bjegovi?.

In the end, independent Kosovo

Although Serbia is trying to postpone the agreement as much as possible, EU officials are convinced that in the end Vucic will recognize independent Kosovo.
