"There is no surrender, KM remains"

Milija Bisevac, one of the leaders of the Serbian People's Movement with Kosovo, tells Danas that the decision of the Government in Pristina to start implementing the agreement on freedom of movement and to start confiscating vehicles with registration marks of the cities of Kosovo (KM. , PR, GL, PE) etc.) because the previous call for re-registration was boycotted by the Serbs in the north at the instigation of the Government of Belgrade, the Serbian List and its representatives, many problems started in the north. "After 1999, two-thirds left Kosovo, so the remaining Serbs maintain family ties with those who settled permanently in Serbia. Recently, there is a large number of children who go to school from Kosovo and a significant number of people in Serbia receive health care", he explains. As he says, all this shows that free movement between Kosovo and Serbia is of crucial importance for Serbs, which has been the topic of dialogue between Pristina and Belgrade several times and several agreements have been announced. "The problem is that, despite the commitments made, Serbia was reluctant to allow the unimpeded entry of Kosovo license plates, so the Serbs in the north kept the Serbian ones. After the agreement on freedom of movement reached in 2011, the old Serbian license plates with the signs of the cities in Kosovo were removed and the re-registration of those vehicles with RKS signs or KS neutral status issued by Kosovo institutions was allowed. Like many agreements before, this too was not implemented on the ground; in four municipalities in the north of Kosovo, which are inhabited by a majority of Serbs, drivers carried license plates issued by the Ministry of the Interior of Serbia. In 2016, by agreement, Kosovo undertook to issue KS plates for another five years, which Serbia then eventually accepted as neutral status, while drivers with RKS plates had to replace them with RKS plates on entry, and to pay a symbolic fee. The only thing left is either this, or the vehicles park forever in their yard", declares Vorgu?i?.
