The United States and the European Union are considering two phases of measures against Kosovo if it does not fulfill its obligations and escalates the situation in the north, including sanctions against Prime Minister Albin Kurti and Interior Minister Xhelal Sveçla.
The first phase of the sanctions would provide for the freezing of EU funds, as well as the process of visa liberalization, membership of the Council of Europe, US funds and other projects financed by the West.
The second phase would focus on Kosovo's allies maintaining a passive attitude towards Serbia's campaign of non-recognition against Kosovo, the reorganization of the international military presence and the serious reduction of the American contingent and the exclusion of Kosovo from several international organizations.
The measures also foresee individual sanctions against Prime Minister Albin Kurti and Interior Minister Sveçla, including declaring them "non grata", if tensions escalate, "with the justification that they constitute a threat to security and peace".
The document states that "the transatlantic community has a vital need to prevent another crisis behind the lines of contact with Russia... With the launch of the Franco-German plan, there was a belief that problems would arise with the Serbian side, as a stubborn and unconstructive side .”
According to the document, "no one expected that it would be the Government of Kosovo that, with its own actions, would promote insecurity and promote crises and conflicts".
The text states that the Western community has no patience left and demands "a clear answer from the Government of Kosovo. Is it a partner of the transatlantic community or not?" It says that being a partner means unconditional fulfillment of all obligations and "failure to do so means consequences".
In addition to criticizing the current government, the document criticizes the opposition in Kosovo and accuses them of "not understanding the depth of the seriousness of the situation and the real danger for Kosovo".
It is added that the opposition must come out and clearly declare whether or not it is for the fulfillment of Kosovo's obligations in the dialogue. "The fact that the opposition does not do this generates mistrust and projects opportunism," he adds.
Finally, the text says that "if Kosovo fails to fulfill its obligations, it risks its future".
Asked if they were aware of the document, a spokesperson for the European Commission replied: "We do not comment on alleged leaks, and in particular not on something purporting to be an alleged document from a third country regarding with the supposed actions of the EU."
