However, Kurti, unnecessarily, is making all this quite easy ", the article emphasizes.
The author mentions the agreement of 2013, which provides for the creation of the Association in addition to the integration of the northern Serbs in the institutions of Kosovo. He thinks that Kurti is preventing the creation of the community of municipalities with a Serbian majority in Kosovo with "partially weak reasons".
"Besides the fact that the Serbian enclaves in the south, surrounded by Albanian settlements, could not be easily separated from the rest of Kosovo, the Kosovo government itself has the power to easily remove this instrument from Vu?i?. The models of an Association are certainly imaginable and they would enable the Serbian minority to self-govern to a large extent without endangering the Kosovar state", argues Martens.
According to him, by rejecting even the very idea of ??a Serbian Association of municipalities, Kurti is making it easier for Vucic's plan to destabilize Kosovo and to blame Pristina for such a thing. " This is not in the interest of Kosovo, nor of the West ," he writes.
