The Foreign Minister of Serbia, Ivica Dacic, has said that his country is ready to implement the agreement reached with Kosovo in Ohrid, but up to the red lines.
The Prime Minister of Kosovo, Albin Kurti, and the Serbian President, Aleksandar Vucic, reached an agreement on March 18 in Ohrid for the implementation of the Agreement towards the normalization of relations between the two countries.
The 11-article agreement, made public on February 27, does not oblige Serbia to recognize Kosovo, but requires both countries to accept each other's documents and symbols, including: passports, diplomas and license plates.
It also asks the parties to implement all the agreements reached so far in the dialogue for the normalization of relations, including the one for the formation of the Association of municipalities with a Serbian majority in Kosovo, which the Government in Pristina has rejected until now, on the grounds that it could endanger the functionality of the state.
"Our red lines, which we do not agree with, include mutual recognition: neither recognition of Kosovo nor Kosovo's membership in the United Nations", Dacic said in Brussels, where he participated in a fund-raising donor conference, after the earthquake that hit Turkey and Syria last month.
The head of Serbian diplomacy has said that Serbian national interests have been preserved in Ohrid.
According to him, the formation of the Association of municipalities with a Serbian majority in Kosovo will be legally binding for Pristina.
The dialogue process, according to him, is only in the direction of normalizing relations and nothing more than that.
"I think it is a continuation of what we started about 10 years ago, and in this respect, it is very important to know that this is an agreement on further steps in the normalization of relations, and not on status issues," he said. he expressed.
Asked by journalists if he will allow the formation of the Association of municipalities with a Serbian majority, the Prime Minister of Kosovo, Albin Kurti, said on March 18 that it is about "an adequate level of self-management of the Serbian community" and "not about self-government".
Kosovo and Serbia have reached agreement on the Association in 2013 and then in 2015 on the principles for its establishment.
In 2015, the Constitutional Court of Kosovo found that the agreement is not in full harmony with the Constitution.
Serbia demands that Kosovo implement the agreements reached, but the Government of Kosovo has declared against a mono-ethnic association.
The European chief diplomat, Josep Borell, told the EU ministers on Monday that it is urgent for Kosovo to establish the Association of municipalities with a Serbian majority, while he called the agreement reached in Ohrid a "new status quo" in the dialogue.
With the mediation of the EU and the support of the USA, Kosovo and Serbia have been in negotiations for the normalization of relations since 2011.
They have reached dozens of agreements, but most of them have not been implemented and the parties have blamed each other for the stalemate. REL
