More decisive than ever before, Escobar's strong statement: Kurti admits it or not, the Association must be formed

The senior US official described the German plan as "a wonderful guide" and said that he hopes both sides will accept it and start implementing it immediately. As for the Association of municipalities with a Serbian majority, he was adamant that the agreement should be implemented.

"There are many areas that exist within the Brussels Agreement that remain unfulfilled. One of the most important is the Association of municipalities with a Serbian majority," said Escobar.

Escobar did not say whether the clause on association is included in the Franco-German plan, saying he could only reveal that there is a provision that Kosovo and Serbia must implement all past agreements. He also had a comment on the 6 conditions presented by Kurti for agreeing to the creation of the Association.

"However you go forward in the EU-facilitated dialogue, you will have an Association. That's why I always say it will be implemented at some point. Whether or not the current government in Kosovo accepts the legal obligation, it is not an agreement between Kurt and Serbia. It is an agreement between Serbia and Kosovo. That's why I keep saying it will happen. It will be the basis of the normalization agreement. This cannot be done," said Escobar.

As for the urgency with which this issue is being raised now, he explained that this insistence is dictated by the fact that in the last year there has been a series of growing confrontations between Serbia and Kosovo, all focused on the treatment of Serbs in the north and how they interact with the Government of Kosovo, while the other point is the tension of the war in Ukraine.
