The conflict in the North sets internationals in motion, Lajcak-Escobar will visit Kosovo and Serbia next week, QUINT and the EU draw up an 8-point plan to reduce tensions

The situation in the North of Kosovo continues to be hot. Although Serbia is provoking tensions by bringing the army to the border, the West seems more determined than ever to stop destabilizing scenarios in the Balkans at all costs. For a few days now, the internationals have "been set in motion" regarding the ongoing tensions in the Serb-majority municipalities in the north of Kosovo, to find ways to stabilize the situation. The European Union's special envoy for the Kosovo-Serbia dialogue, Miroslav Lajcak, and the US special envoy for the Western Balkans, Gabriel Escobar, are expected to visit Kosovo and Serbia next week. It is said that the first goal is to find a solution to get out of the current situation which risks damaging everything that the EU considers as success in the dialogue. So, the focus will first be on reducing tensions and continuing efforts based on what has been proposed after the meeting in Moldova. While the second goal will be the continuation of the work to implement the agreement reached in Brussels and the annex on which the parties agreed in Ohrid. So the next week will be decisive for the resolution of tensions in the North.

8 point plan

Also, the countries of QUINT and the EU have drawn up an eight-point plan for the immediate solution of the situation in the municipalities in the north. Among the points presented, the much talked about idea of ??holding new elections, at the request of the president of Kosovo, Vjosa Osmani, stands out. As stated in the article, in the first point it is written that urgent implementation is needed for the interpretation of the Basic Agreement between Kosovo and Serbia, signed in Ohrid. The second point envisages the withdrawal of the Kosovo Special Police from the north of Kosovo. Serbia is reducing the number of members of the Serbian Armed Forces around the administrative line. In the third point, it is written that security in the municipalities in the north of Kosovo has been entrusted to the Kosovo Police, with the help of KFOR and EULEX. The fourth point foresees the cessation of all protests and the return to normal life and in mid-July 2023, the mayors of the municipalities resign and the president Vjosa Osmani calls for new elections. Kërkesa e Francës dhe Gjermanisë

Nga ana tjetër Franca dhe Gjermania u kërkuan udhëheqësve të Kosovës dhe Serbisë të organizojnë zgjedhje të reja në rajonet e prekura nga trazirat sa më shpejt që të jetë e mundur. Lajmin e dha presidenti francez Emmanuel Macron, në një konferencë gjatë samitit në Moldavi, pas takimit me kancelarin gjerman, Olaf Scholz, presidenten e Kosovës Vjosa Osmani dhe presidentin e Serbisë, Aleksandër Vuçiç. Në përfundim të takimit katër palësh, Presidentja Osmani u shpreh e gatshme që Kosova ta shqyrtonte si mundësi, mbajtjen e zgjedhjeve në katër komunat veriore. Kryetarja e shtetit sqaroi se organizimin e një votimi të ri e lejon ligji, por duhet të ndodhë përmes një peticioni të iniciuar nga qytetarët serbë që jetojnë në komunat veriore. Por Osmani nuk e ka mbështetjen e Albin Kurtit, pasi ky i fundit ia bëri të qartë dhe Shteteve të Bashkuara të Amerikës se do i dalë për zot popullit. Mbetet të shihet se çfarë do të kërkojnë ndërkombëtarët konkretisht për të dyja vendet. Një gjë është e qartë, SHBA dhe NATO nuk do ta lëshojnë kurrë Kosovën dhe kjo duket me prezencën e shtuar të trupave të KFOR në Veri.
