The draft for the association, the reaction of the EU comes: Ready to organize...

The special envoy of the European Union for the dialogue, Miroslav Lajçak, after the end of the visits to Kosovo and Serbia, has informed the high representative of the EU for foreign policy and security, Josep Borrell, about the results.

Borrell then started to inform the EU member states about the next steps to be taken. This is what Peter Stano, EU spokesperson for foreign policy and security, told Radio Free Europe.

Stano answered the question about a draft with the proposal for the statute of the Association of municipalities with a Serbian majority in Kosovo that the Prime Minister of Albania, Edi Rama, has sent. He said that "any constructive contribution to the dialogue facilitated by the EU, in the framework of which the Association of municipalities with a Serbian majority is also being discussed, is welcome".

"The high representative is in constant contact with the leaders in the region and with the EU member states. As we have said several times in the past, the discussions and drafting of the Association/Community statute can only take place in the framework of the dialogue facilitated by the EU", Stano emphasized.

The EU spokesperson, Stano, confirmed that the plan was to hold the Association's first expert-level drafting session on June 5 and 6, and invitations had already been sent to both sides. But, due to the escalation of the situation in the north of Kosovo, the EU's special envoy, Lajcak, had to go to Kosovo and Serbia and this meeting did not take place.

"The EU's special envoy is ready to organize the drafting meeting very soon and is in contact with both sides," Stano emphasized.

Meanwhile, it is learned from diplomatic sources in Brussels that the member countries of the European Union have been informed about the visit that Miroslav Lajçak and his American colleague, Gabriel Escobar, had during this week in Pristina and Belgrade. Their task was to convey the demands for the reduction of tensions in the north and the return to dialogue.

According to these sources, on the part of the Government of Kosovo, they have expressed their willingness to talk about measures to alleviate the situation, but, as it is said, Prime Minister Albin Kurti has hesitated to accept the request for the immediate removal of the special police from municipal facilities.

Also, according to the same sources, "the Kosovar side has not rejected the requests, but the impression is that it is not in a hurry."

Nga ana tjetër, sipas raportimit te shtetet anëtare të BE-së nga ana e një pjesëtari të ekipit të Lajçakut, presidenti i Serbisë,Aleksandar Vuçiq, ka shprehur gatishmërinë për t’i bindur serbët lokalë në veri të Kosovës që të marrin pjesë në zgjedhjet e ardhshme, por nën disa kushte të caktuara. Shumë prej tyre vlerësojnë se një vendim i tillë do të ishte goditje, para së gjithash, për qytetarët e Kosovës e jo për ata të cilët Brukseli i konsideron përgjegjës për mosrespektimin e kërkesave ndërkombëtare. Gjithashtu, ngrirja e disa programeve financiare për momentin nuk ka hasur në përkrahje te shumica e shteteve anëtare të Bashkimit Evropian. Edhe ashtu, sipas diplomatëve, mosmbajtja e konferencës së donatorëve për shkak të mungesës së përparimit në implementimin e Marrëveshjes dhe Aneksit të saj, është një lloj sanksioni. Por, për Kosovën është përmendur si masë që pritet të ndodhë shpejt pezullimi i disa takimeve dhe suspendimi i një nënkomiteti të përbashkët të Kosovës dhe BE-së në kuadër të Marrëveshjes së Stabilizim-Asociimit. Ky do të ishte një sinjal, ndërsa masat tjera do të shqyrtoheshin varësisht nga zhvillimet./rel
