After 12 hours of talks, Serbian President Aleksandar Vucic and Prime Minister Albin Kurti verbally agreed on an annex for the implementation of the agreement, which created many dilemmas for further negotiations and the resolution of the Kosovo issue. Vucic tried to answer these dilemmas in the press conference, although he left many things unexplained. But the behind-the-scenes has been discovered by the Serbian media "Blic", with an analysis of the entire situation and relying on the speech of the Serbian president.

Why didn't Vucic sign?

At the beginning of yesterday's speech to the public, Vucic initially focused on the fact that he did not sign any document in Ohrid. In the analysis made by "Blic", his move apparently angered Kurti, who hoped to return to Pristina with Vucic's firm. "Why didn't I sign? First, because Serbia is an internationally recognized country, what they call the Republic of Kosovo is not. And I said it today, so that no one thinks that they can force Serbia. That's exactly why we don't have it," said Vucic. Former diplomat Zoran Milivojevic estimates that there has been no progress regarding status issues. On the other hand, the chairman of the Center for Regionalism, Aleksandër Popov, recalls that the American and European special envoys, Gabriel Escobar and Miroslav Lajçak, said before the meeting in Ohrid that there will be no signing of the document.

Why is the Association important?

Even after the agreement in Ohrid, this remained a priority issue. However, it seems that there is still a dilemma as to which model of the ZSO will be formed, even though that community has been defined by the agreements of 2013 and 2015. As Vucic said, the essence of the existence of the Serbian community in Kosovo is that "Serbs in north and south of Ibri must be included in the community". "We need ZSO wherever Serbs live, but of course much more in the south than in the north. This will give the Serbs an institutional framework and an assembly, a president who will also communicate with the central authorities", explained Vucic. "It is very important for Serbia to form the ZSO based on the agreements already signed from 2013 and 2015", explains Milivojevic. Popov, on the other hand, believes that the ZSO is important above all in a symbolic sense.

A do të ndërlikohen negociatat?

Vuçiç thekson se raundi i dialogut në Ohër ishte dhe u bë edhe më i rëndësishëm nga fuqitë evropiane dhe botërore. “Bisedat nuk janë kurrë të lehta, sepse përfshijnë palët që kanë interesa konfliktuale shumicën e kohës. Do të kemi gjëra më të vështira në të ardhmen”, tha Vuçiç. Milivojeviç kujton se Prishtina ka hyrë në dialog për çështje me rëndësi jetike. “Një nga ato pyetje është çështja e të pagjeturve. Me vazhdimin e negociatave, në agjendë do të jenë temat për të cilat pala tjetër këmbëngul me mbështetjen e BE-së, si hyrja e Kosovës në institucionet ndërkombëtare. Do të shohim deri ku do të shkojmë”, analizon Milivojeviç. Popov thotë se pika më e diskutueshme e propozimit evropian është ajo në të cilën shtrohet hyrja e Kosovës në institucionet ndërkombëtare.

A pritet një marrëveshje përfundimtare këtë vit?

However, Vucic believes that this will not happen so soon. As he said, the process of forming the ZSO has just begun and he "doesn't know" how long it will take. "There is no deadline. But we are on the European path and we have used everything for good laws and for strengthening democratic institutions and especially for attracting investments", said Vucic. Milivojevic also believes that deadlines in negotiations do not make sense. On the other hand, Popov asserts that if this year there is no full agreement between Belgrade and Pristina, then it is not valid at all.
