In an audit, the High State Control has identified economic damage in tenders, where the mistakes of the Ministry of Infrastructure have led to miscalculation of public funds. The scandal in the meantime is billed to Belinda Balluk. One of these tenders is the contract for independent engineering services for the design, construction and maintenance of the Porti i Jahteve-Bypass Orikum road, Dukat. According to the auditors, this procedure has resulted in miscalculation of the limit fund. The report emphasizes that this mistake by the Ministry of Infrastructure has cost Albanian taxpayers 156 million ALL or about 1.6 million euros more. According to KLSH MIE: "The above value for refundable expenses of 155,695,418 ALL with VAT (186,930,000 ALL - 31,234,582 ALL) is unargued and unjustified on legal grounds by the group of drafting the specifications and the limit fund, a value which was unfairly benefited by the entrepreneur of "Independent engineering services for the implementation of the Concessionary Contract/PPP" to the detriment of the state budget," the KLSH document states. Suspicions of corruption with this tender are reinforced when we find out how the competition for the tender in 2021 was conducted. 6 companies participated in the competition, but 5 were disqualified by the Ministry of Infrastructure as they did not meet the conditions, marking the tender with a red flag with clues to a predetermined winner. On May 4, 2021, the disqualification of the competitors has automatically declared the winner the merger of several companies with an offer of 1 million ALL less than the fund limit.

The details

The KLSH also focused on the expropriations and procedures carried out by the Ministry of Infrastructure and the State Expropriation Agency, where, according to the auditors, the negotiation practices were not followed. Specifically, the by-laws that regulate the process for expropriation and temporary use of private property for public interest have not been updated in order to adapt them to legal changes. The documentation showed that throughout the audit period, the Ministry of Infrastructure and the State Agency for Expropriation have developed 187 judicial processes for expropriation, which, according to the KLSH, if they had followed the practice of negotiations, would have resulted in a reduction of the expropriation bill for the budget of the state. While the Incinerators have only "burned" money, the roads are financed and refinanced without clear plans. But the violations and damages caused by the Ministry of Infrastructure and Energy have directly affected the state budget, becoming a heavy burden for Albanians. We remind you that Reestablishment, but also the Freedom Party, have not raised their voice about the endless costs of the roads, they have not even asked for an interpellation with this minister. While the financial feats for the unfinished roads mark record figures in the history of public budgeting for all the decades after the 1990s. 

What happened to Balluk's subordinates?

Belinda Balluku is the senior official who has the largest number of directors under investigation by the Special Prosecutor's Office or arrested for corruption and abuse in tenders. It should be noted that Ergys Verdho, the head of KESH, left this position a short time ago, after an investigation was launched against him for the tenders in the institution he headed. Another director under Minister Balluku was Evis Berberi, the head of ARRSH, who ended up in handcuffs in March. The director of the minister Balluku is accused of "Corruption" and "Money Laundering". With the suspicions of the same criminal offenses, two entrepreneurs related to him, Valter Begaj and Ervis Lamaj, have also ended up under arrest.
