Albania has come out of the monitoring of the Council of Europe (CoE), but corruption and media freedom still seem to remain a problem, concerns that are reflected in the report and are a message for official Tirana, that is, law enforcement institutions and the government. Thus, with 52 votes in favor and none against, the Parliamentary Assembly of KiE has approved the report prepared by the rapporteur for Albania, Iounut Stroe. "In light of the visible progress made in honoring its obligations and commitments and recognizing the clear political will expressed by the governing majority to address remaining concerns, the Monitoring Committee recommends that the Assembly close the monitoring procedure with respect to Albania and to engage in a post-monitoring dialogue with the objective of addressing the remaining concerns outlined in the draft resolution," the report approved by the CoE states, among other things. In the report of Ion Stroe, of the grouping of European People's Parties, evaluation notes are noted for the reform in justice and the adoption of the law on minorities in 2017 as issues that address early concerns of the Committee.

It is also estimated that there has been progress in the justice system, but the fight against corruption, which has been a key part of KiE monitoring, remains a concern. But the report also expresses some kind of dissatisfaction, especially regarding the polarized political environment in Albania, the lack of implementing legislation for the 2017 Law on the Protection of National Minorities, as well as the deterioration of media freedom in the country. "The media environment has been a long-standing concern for the Assembly. Unfortunately, while Albania has made significant progress in meeting its obligations and commitments, the media environment has continued to deteriorate during the reporting period. This backsliding is a serious concern. Also, there is a lack of reliable data on national minorities, which makes the analysis of the situation of minorities very challenging", the report continues. The report approved by the CoE proposes the return of Albania to a full monitoring procedure if, in the framework of the post-monitoring dialogue, no concrete and tangible progress was registered regarding the addressing of its concerns and recommendations regarding the fight against corruption, protection of minorities, media freedom and freedom of expression.

Meanwhile, the Minister of Foreign Affairs, Igli Hasani, has also reacted to this news, through a post on X, where he thanks the Parliamentary Assembly of the Council of Europe and the rapporteur for Albania, Iounut Stroe. "Thank you to the Parliamentary Assembly of the Council of Europe and rapporteur Ion Stroe, for recognizing the transformative justice reforms in Albania, our fight against corruption and Albania's progress in human rights and democracy. "Albania's commitment to the standards of the Council of Europe has been unwavering and our continuous efforts are finally yielding the long-awaited results," Minister Hasani wrote.
