KPK Report for 2022: Centralized Purchasing Agency, Ministry of Health and UKT, the most problematic for the implementation of tender procedures

The Agency for Centralized Purchases, the Directorate of Water and Sewerage in Tirana and the Ministry of Health and Social Protection are the 3 most problematic institutions due to the largest number of complaints submitted by economic operators to the Public Procurement Commission for tendering procedures carried out by theirs. 15% of the total complaints (118) were filed against them. On the other hand, the other 10 authorities with the most complaints are: Ministry of Education and Sports, Durrës Municipality, QSUNT, Albanian Post, Institute of Food and Veterinary Safety, Parks and Recreation Agency and Ministry of Defense. 28% of the complaints that the subjects have for the drafting of the tender documents or for opposing the evaluation of the offers have been filed against them. As for the limit fund, the procedures that are most often appealed to the KPP are those that belong to the range of 1 million-5 million ALL, with 37.59% of the total, while tenders with a fund limit of over 100 million ALL account for about 9% of the total. During 2022, a total of 794 complaints were filed in the KPP. The largest number of complaints are related to unique procurement procedures for contracts for goods with 486 such, for contracts for services with 235 complaints and finally for contracts for public works with 73 complaints.
