Strong message from the EU

"It will be seen how the reform in justice is being consolidated. The history of investigations, prosecutions and punishments in the fight against corruption and organized crime will be closely monitored. More results in the fight against money laundering will be expected. It will take a continued commitment to the fight against the production of trafficking in cannabis, firearms and human beings." The message that came yesterday from the EU has put Albanian politics in a state of anxiety, as these investigations that will be added in the following days are expected to send "earthquakes" into the ranks of corrupt high officials.

"Fokusi jonë kryesor për të cilën do të kërkojmë mbështetjen nga misioni, do të jetë patjetër struktura jonë e policisë gjyqësore ku do të veçoja: Së pari zgjerimin e kapaciteteve profesionale të tyre, sidomos seksionet për krimin financiar dhe të pastrimit të produkteve të veprës penale. Por gjithashtu dhe të oficerëve që sapo kanë hyrë në sistem, të cilët kanë nevojë për trajnime të vazhdueshme dhe të gjithanshme për rritjen e nivelit të tyre profesional”, tha Olsian Çela.

Prokurori i Përgjithshëm në fjalën e tij në prezantimin e programit të ‘EU4LEA’ të financuar nga BE për rritjen e sigurisë, u shpreh se nisja e këtij projekti vjen në një moment të rëndësishëm të implementimit të Reformës në Drejtësi.

Sipas tij, me ndihmën e BE, Shqipëria do të ecë me hapa shumë të shpejtë. “Nisja e punës së projektit vjen në një moment të rëndësishëm të implementimit të reformës në drejtësi, atij të konsolidimit të institucioneve të reja apo të atyre të rikonceptuara prej saj. Nga ana e Prokurorisë së Përgjithshme, në përmbushje të detyrimeve të saj kushtetuese dhe ligjore, janë ndjekur hap pas hapi çështjet që lidhen me zbatimin e ligjeve të reja, duke  synuar që tërësia e problemeve të hasura të trajtohet përmes një angazhimi shumëplanësh, që ka konsistuar në dhënien e kontributit konkret në drejtim të koordinimit institucional, në rritjen e transparencës ndaj publikut për mënyrën e funksionimit të institucionit si dhe bashkërendimin me organet e tjera kushtetuese për gjetjen e zgjidhjeve ligjore në funksion të interesit publik. Në vitin 2020 nga ana jonë u parashtrua vizioni strategjik për realizimin e disa objektivave  që konsistonin në: Sigurimin e mirëfunksionimit të zyrave të prokurorisë, përmes monitorimit të punës në drejtim të zbatimit të ligjshmërisë, garantimit të respektimit të pavarësisë së prokurorëve dhe rritjes së përgjegjshmërisë e respektimit të të drejtave të subjekteve të procedimit penal. Standartizimin e procedurave të operimit në pikëpamje administrative dhe procedurale brenda zyrave të prokurorisë në funksion të organizimit të ri kushtetues dhe ligjor, me qëllim funksionimin normal të tyre, Garantimin e zbatimit të ligjshmërisë, duke vënë theksin në rritjen e efiçensës së ndjekjes penale në drejtim të veprave penale që lidhen pastrimin e produkteve të veprës penale dhe konfiskimin e aseteve kriminale Mirëadministrimin e procesit të hetimit, që nga faza e regjistrimit të veprës penale dhe deri në zgjidhjen përfundimtare të çështjes, me qëllim uljen e kohëzgjatjes së hetimeve dhe optimizmin e produktivitetit”, tha ai ndër të tjera.
