Amnesty International highlighted as concerns about the human rights situation in Albania physical and verbal attacks against journalists, the killing of women in gender-based violence within the family and the construction of camps for the detention of asylum-seeking refugees that Italy is currently building in the port of Shengjin and at the former military airport of Gjadri.

Amnesty, one of the largest human rights protection organizations in the world, published on Wednesday its report on the situation in 155 countries monitored, including Albania. The report notes that authoritarianism is a growing force globally and that the number of people living in democratic states, i.e. states of law or states under the rule of law, fell last year to levels not seen since 1985. .

"Authoritarian practices and ideas affected or were used by many governments and societies. In North and South, East and West, authoritarian policies erode freedom of expression and social organization, attack gender equality, and combat sexual or reproductive rights,” the report notes.

The report singled out as a major concern the developments in the Middle East, when the horrific crimes committed by Hamas on October 7, 2023, in which over a thousand people were killed, mostly Israeli civilians, and thousands more were injured and 245 people were taken hostage, Israel launched a retaliatory campaign which, according to Amnesty, became a campaign of collective punishment. "This is a campaign of deliberate and indiscriminate bombing of civilians and civilian infrastructure, denial of humanitarian assistance and the deliberate creation of a state of famine," the report notes.

"Public narratives based on hate and rooted in fear, narrowed civil space and demonized marginalized groups or individuals, with refugees, migrants and racial groups suffering. The attack on women's rights and gender equality intensified in 2023, threatening many of the gains made over the past twenty years,” the report further notes.

As for Albania, the report notes that "journalists were targeted by hate speech, physical attacks and a gun attack. Domestic violence against women continued, with 12 women killed by partners or family members.”

The report notes that in terms of the rights of LGBTI people, Albania has not made progress.

The report states that the killing of a security guard in an attack against Top Channel in March 2023 has left the perpetrators unidentified and unpunished while a journalist was physically assaulted along with his wife for reporting on a court case.

"Journalists were attacked by political figures," the report notes. "Erion Veliaj, the mayor of Tirana, referred to an investigative journalist as a 'hitman' in response to an article in which she highlighted the role the mayor played in the Tirana incinerator project," Amnesty International's report notes. referring to pro-government media attacks against journalist Ola Xama.

The report notes as a particular concern the controversial agreement reached by the government of Prime Minister Edi Rama and the Italian government of Prime Minister Giorgia Meloni regarding the construction of two bases for the isolation of refugees that Italy intends to capture outside its territorial waters and bring them to Albania, theoretically for the processing of possible asylum requests.

Widely regarded as a propaganda stunt expected to cost Italian taxpayers hundreds of millions of euros to achieve nothing, the plan raises serious concerns about the violation of the rights of asylum seekers, which is taking place with the help of the government of a country that has produced asylum seekers with majority during the last three decades.

"Human rights organizations and others have expressed concern about the impact this agreement could have on the rights of refugees, asylum seekers and migrants, including the fact that it provides for their automatic detention," the report notes.
