The head of CEC, Ilirjan Celibashi, has commented on the final decision he took by leaving PD out of the May 14 elections, saying that it was not difficult to take as it is easily found in the Electoral Code. But he considers it difficult for what he represents since he leaves the biggest opposition party out of the local elections. 

In an interview for 'Kontrast' on Report TV, he said that he warned about this situation more than 1 month ago.

Celibashi: It was a very difficult decision to take in the sense of what it represents, but easy in the sense of how this decision was made and credibility. In legal terms, the decision can easily be found in the Electoral Code. It is a decision that in one way or another I warned about 1 month or so ago and I said that PD, seeing and evaluating the legal situation in which it was located, seemed or had premises to be in the situation of not being registered as an electoral subject .

Minga: Why does it seem like the parties were not taking it seriously?

Celibashi: I don't know if they took it seriously, but the fact is that they didn't do what they should have. He lacked interest, desire or will, I don't know. The fact is that we are in this situation when, from a legal point of view, the issue of who has the right to register in the CEC has not been as clear as someone else considers it.
