Sterilization concession, Vokshi publishes the documents: SPAK cheated, I want to remind you what was the role of Beqaj

The deputy of the Democratic Party, Albana Vokshi, appeared at a media conference where she released the documents signed by the former Minister of Health, Ilir Beqja, for the sterilization concession. She said that she is recalling what role Beqaj had in the sterilization concession.

"Four months ago, the judge asked SPAK to investigate Ilir Beqe, who was not included in the investigation. Edi Rama amnestied Ilir Beqje for the second time in 4 months. Four months ago, the judge asked SPAK to investigate Ilir Beqe, whom he had not included in the investigation. SPAK announced last Saturday the establishment of security measures for Ilir Beqjen on the charge of "abuse of duty". SPAK made the second trick in four months against Rama and in favor of Beqje, accusing the former minister of not revealing the conflict of interest between Rrapaj and Rjepaj (they had been classmates), as well as not having recorded the cost of added.

So, according to SPAK, Rjepaj and Rrapaj were the ones who would have to declare in writing the connections between them, and with Ilir Beqaj, and should also exclude themselves from the PPP process.

With this proportion of the accusation, Edi Rama is again defending Ilir Beqaj.

Today we want to remind SPAK of the role that Ilir Beqaj had in the Sterilization concession.

Niveli i lartë i deviacioneve, ku për të njëjtën tipologji kirurgjikale përdoren nivele të ndryshme të kompleksitetit të seteve, ku në spitalet universitare arrin deri në 52 % të rasteve, në spitalet rajonale deri në 48.5 % të rasteve, kundrejt totalit të ndërhyrjeve, reflekton mangësitë në përfshirjen e kirurgjive sipas tipologjisë, referuar nivelit të seteve, por dhe të përmbajtjes me instrumente mjekësorë të seteve referuar nivelit të kompleksitetit, gjë e cila është e shoqëruar edhe me rritjen e kostove të këtij shërbimi dhe për rrjedhojë të mbështetjes buxhetore për vazhdimësinë.

Ka rezultuar se për tre kontrata vlera e financimit vjetor, si dhe parashikimet e financimit të tyre në PBA 2022-2024, janë përtej mbështetjes buxhetore të parashikuar për zbatimin e tyre.

Rekomandimi:

të rishikohet Kontrata – përfshirjen e kirurgjive sipas tipologjisë, referuar nivelit të seteve;

– numrin dhe llojin e instrumenteve dhe pajisjeve mjekësore që duhet të përmbajë një set, duke rritur gamën e tyre me qëllim minimizimin e kostove të këtij shërbimi,

Përcaktimi i mënyrës së pagesës sipas faturës së lëshuar nga koncesionari me TVSH, është në shkelje të Ligjit nr. 7928, datë 27.04.1995 “Për tatimin mbi vlerën e shtuar” (i shfuqizuar), neni 25/11 “Barnat dhe shërbimi shëndetësor”.

Sa më sipër, angazhimi i fondeve buxhetore për likuidim TVSH-je, në masën 20 % të tyre, apo në shumën 417,175 mijë lekë, ka sjellë që përdorimi i këtyre fondeve të mos shkojë në destinacionin e përcaktuar, që është ofrimi i shërbimeve mjekësore. Për rrjedhojë nëse TVSH e paguar për sterilizimin në vitin 2022, do të përdorej në destinacionin e duhur do të ishin kryer edhe 12,705 ndërhyrje kirurgjikale të kompleksitetit të mesëm më shumë.

Rekomandimi: MSHMS, në bashkëpunim me Strukturat drejtuese të Fondit të Sigurimit të Kujdesit Shëndetësor, të marrin masa për kthimin në ligjshmëri dhe ndërprerjen e pagesave të TVSH-së, për këto shërbime të përjashtuara nga ky lloj tatimi, si dhe përdorimin e fondeve me efektivitet, në destinacionin e duhur, që është ofrimi i shërbimit

But SPAK has decided to save Ilir Beqe after Rama's order, even though the sterilization has left the patients without intervention. No one yet knows the high costs, not only financial, but mostly human. Because the lives of Albanians are not worth Edi Rama.

The case of the sterilization concession is not the only case where SPAK behaves as a subordinate of the government. Until now, SPAK has not shown proper integrity in the investigations with politicians and close friends of Edi Rama. And this is bad news for every Albanian who expects the impunity of the ministers and the prime minister to end.

Justice cannot be compartmentalized. Everyone should be equal before the law. Edi Rama, Ilir Beqaj, Ogerta Manastirlliu, cannot and should not be more equal than their subordinates, who have stolen and abused power.

When these truths come out, the parliament has turned into a tyranny, where the opposition is silenced, where the ministers refuse to respond to almost all the opposition's requests for certain issues where anti-corruption investigative commissions and legal initiatives are not allowed.

There is no greater tyranny for a country than that which acts under the shield of law and in the name of justice!

The deputies of the DP parliamentary group are determined not to allow the violation of the Constitution and the rights of the opposition in the parliament! They are determined to be transparent about any abuse that has brought high costs to the health and lives of citizens.
