Fundoset Shkëlzeni and the Minister of Justice of Sali Berisha, the engineer reveals for the first time in SPAK the fact that proves his son's secret connections as the shadow owner of the business of death in Gërdec
Written by Elmas Bogdani 1 Dhjetor 2023
For the first time before SPAK, the document confirming the implication of Shkëlzen Berisha in the Gërdec affair was mentioned. If the prosecutors will go deeper with the evidence and testimonies, serious doubts may be raised that the son of Sali Berisha, Shkëlzen Berisha, was the shadow owner of Gërdec's business, while the ministers of his father's government were simply soldiers for the implementation of the scheme of corruption. Yesterday, Anila Gjergji, a software engineer at the Ministry of Defense, testified in court when the trial was being held for Fatmir Mediu. She admitted that when she was in that position, she had received a fax with the inscription: "For Shkëlzen Berisha". According to Gjergji, she did not make the above-mentioned note, but it had gone to the engineer. "We had several faxes, but I don't remember the numbers. I made the note, put the protocol number, the date and my signature. Fax no. 622, dated 13/03/2007, sent by the Ministry of Justice to the Ministry of Defense. I didn't make the note with a pen about Shkëlzen, that's how it came. I think it came with the fax, but I don't remember," she said.
Here is the background of the document
The appearance of this document on the stage again burdens the positions of Shkëlzen Berisha and Aldo Bumçi. One of Shkëlzen Berisha's model soldiers was the former Minister of Justice, Aldo Bumçi, later considered by the Americans as Sali Berisha's "hound for attack". Bumçi was reporting to Shkëlzen Berisha about the government's decision on the death workshop, where weapons were dismantled. The former Minister of Justice, Aldo Bumçi, sent a fax to Gërdec at the address of the Ministry of Defense, at the address of Shkëlzen Berisha. It is not yet known where Aldo Bumçi based this decision, that is, to start the official letters addressed to the children of former Prime Minister Sali Berisha. Aldo Bumçi himself denied this fact, but very soon it was discovered, after Bumçi's secretary confirmed the fact at the prosecutor's office. However, Bumçi did not report to Shkëlzen only via fax, but also directly. The meetings are confirmed by a secret report that the US embassy in Tirana sent to the US State Department. "In a testimony, the secretary of the Minister of Justice, Aldo Bumçi, told about at least two meetings between Bumçi and Shkëlzen in 2007. And when she was asked about a letter that Bumçi sent to Mediu for the approval of the draft law that would pave the way for the demolitions in Gërdec, she confirmed that Bumçi had written on the cover "For Shkëlzen Berisha". After this testimony, Bumçi, still an MP (and a Democratic Party attack hound), accused his former secretary of defamation and sued her. Frightened, the secretary publicly declared that the testimony had been falsified", says the American embassy cable. And actually Bumçi sued his secretary. "There is no charge of defamation, there is a charge of perjury, which is a criminal offense. Perjury before Judicial Police officers. A false testimony does not need to be started with a report, but it can be started and mainly, and the prosecution is aware of this report, of this false testimony, since July 2008", declared Bumçi. Last year, the former minister was summoned to SPAK for this document.
Everyone reported to Shkëlzeni
The American embassy reported to DASH that everyone reported to Shkëlzen. "The leaked phone records reveal that only a few hours after March 15, 2008, when the explosion happened in Gërdec, the Minister of Defense, Mediu, called Berisha's son four times. Further, Mihal Delijorgji, owner of Albademil (the company that worked in Gërdec) called Shkëlzen just 30 minutes after the explosion. From January to the day of the explosion, Delijorgji called Shkëlzen 56 times. In addition, notes from the secretaries of the Ministry of Defense were confiscated, which show that during 2007 and 2008 former/minister Mediu had frequent meetings with Shkëlzen. In a meeting, it is said that Shkëlzeni requested that Mediu increase the rate of supply of ammunition to Gërdec", the Kabllogram said.
Secretary's testimony
Bumçi's secretary is called Anjola Agolli. While being interrogated, she stated that at the time the fax was sent, the other secretary was on leave and she covered both shifts. "Minister Bumçi wrote with a type of ink pen, but he wrote like a fountain pen. In this particular case, I see that the note "for treatment" belongs to Minister Bumçi. The signature does not look like that of Minister Bumçi and I cannot identify it. I remember when I started the fax and the handwritten note in the upper left corner: "To Mr. Shkëlzen Berisha", is the writing of the minister of that time, Aldo Bumçi. I sent this fax to the Ministry of Defense. The minister instructed me to fax the letter marked "Shkëlzen Berisha. I received a female voice from the Ministry of Defense and told me that they did not have anyone with that name. I told him that they gave me the fax machine to start and that I was just starting the fax", said the former secretary of the minister Aldo Bumçi in her testimony.
Shkëlzen's connections with Gërdec
The connections between Berisha's son, Shkëlzen Berisha, and Gërdec, have their origins in the genesis of the project that would turn months later into a tragedy with 26 dead and more than 300 injured. Shkëlzen Berisha has been interested in the project since the moment when the legal framework of the case was being prepared. At that time, the Minister of Justice was Aldo Bumçi. But, even though the facts clearly implicate the son of former Prime Minister Berisha, Shkëlzen Berisha, and the former Minister of Justice, Aldo Bumçi, in the Gërdec scandal, they were not even questioned in the old justice system to explain the matter. The Ministry of Defense had prepared the legal framework, but the approval of the Ministry of Justice was needed. All the materials went to Minister Bumçi and his staff, who after seeing them decided to approve. But, at this point, Bumçi is betrayed by a fax machine. He sends one of the materials to the Ministry of Defense and writes on it with his own hand: "For Shkëlzen Berisha".
Testimony of the Secretary
The secretary continued the conversation with the other person, who insisted that there was no Shkëlzen Berisha in the Ministry of Defense, but a Shkëlzen Madani. The Shkëlzen Berisha-Aldo Bumçi relationship did not exist only in letters, but also in concrete meetings. Minister Bumçi's secretary has testified about several meetings held in the latter's office at the Ministry of Justice. "I know a citizen named Shkëlzen Berisha, who came twice to meet Minister Aldo Bumçi in the office. The first occasion was when Mr. Aldo Bumçi started working as a minister. I saw him when he was leaving the office where it was entered during the time that the other secretary, Rovena, was on duty. I don't remember the exact month of the second case, but I remember that they informed me from the counter and told me that Mr. Shkëlzen Berisha will meet the minister", the secretary affirmed .
