Prime Minister Edi Rama with his signature has given the oligarch Samir Mane very large benefits, using the controversial law approved with debates in 2015, which allows the government, through a committee headed by the prime minister, to give strategic investor status to everyone, granting private and state land, with the only condition that they invest over 5 million euros and employ 80 citizens. The biggest beneficiary is the Albanian businessman Samir Mane. His companies have received several strategic investor statuses. There are 5 decisions that are for Manes companies, such as Green Coast, Green Coast 1 and 2, as well as two projects in Gjirin e Lalzit, Neë Bord and ValaMare. All decisions state that land ownership is private and public, as well as thousands of square meters of beach in use. But the decisions do not specify how much public land was given in these cases, since some projects are under development. What we will deal with in this article is the establishment of the interests of the largest oligarch in Albania by the prime minister, causing the Albanian state millions of euros in losses. It is about the Port of Vlora, where Rama and his firm gave Samir Manes 165,000 square meters of construction for 1 euro, without tender, without competition.

The details

According to "Vox News", in addition to a ready-to-operate port, which will change its name from a commercial port to a yacht port with a little "complexity", for only 1 euro, Samir Mane has acquired about 39,000 square meters of land. to erect multi-story buildings in the center of Vlora, including a 34-story hotel. Here the calculations are simple. Samir Mane has received 57,500 square meters of land for development. Of this, about 39,000 are plots for construction, which according to the project will translate into 165,000 square meters of construction area, or simply put, 165,000 square meters of apartments, parking, and hotels. The famous concession contract of the Port of Vlora is full of favors for businessman Mane and armored in its articles with international arbitration courts in cases of conflicts. According to the contract, for the 22 million euros that the state forces Samir Manen to invest in the Port of Vlora, the businessman also benefits from the legal protection that the strategic investor status gives him. What does it mean? In any court proceedings that may be brought by third parties for the concession, Samir Mane must be protected by the Albanian state. The contract leaves him "self-defense" only in cases where the conflict is with persons or companies with border properties. The favors don't end there. With the status of a strategic investor, he benefits from reduced taxes, advantages in development permits and other facilities recognized by the law by which such an investor was declared. But not only that. With this move of the Albanian state towards Samir Manes, we have lost 30 to 40 million euros. Put more simply:

These are also calculated with a construction cost of 350 euros per square meter, but with a selling price of 1250 euros per square meter. In total, the construction cost for the apartments is estimated in the project at around 18 million euros, while the sales revenue is around 38.5 million euros. So a profit of over 20 million euros just for these units. For the service areas, bars, bars and restaurants, the total cost of construction in the project is estimated at around 5 million euros, while the income from their sale is estimated at least 17.

The project envisages the construction of 500 parking spaces, where one will be sold for 5 thousand euros. In total, in 2027, according to Samir Manes' project, he will have spent 25.5 million euros for the construction of apartments, service units and parking lots, while he will have collected 58.6 million euros, 33.1 million euros in profit. These are the profits only from the sale of apartments, parking lots and service units. The profits cover the costs of building two hotels, one 5-star hotel to be built by the sea and the other at the west end of the project. The total cost of the two hotels is estimated at 31 million euros. DASH strong reaction
