Tirana 2.06.2023-The Authority for Information on Former State Security Documents decided today to launch the administrative investigation procedure for the verification of the suspected burial sites, the clarification of the fate of the forty-four missing persons, the cooperation with the local government bodies for protection from alienation, as well as cooperation with law enforcement institutions for the recovery of the remains of persons killed or who died while serving their sentence, in Spaçi prison.
The Authority's group of specialists, in cooperation with local institutions, worked to collect preliminary facts, evidence and data about the Spaçi prison in order to shed light on the consequences of labor exploitation and violence against convicts in the Forced Labor Camp. Spach.
The authority took the initiative in commemoration of the 50th anniversary of the prisoners' revolt in Spaç, during which an in-depth investigation into the event, the reasons that led to its development and the consequences arose as a need.
Based on the analysis of the archival documentation of the former State Security and other official documents on forced labor, its impact on the country's economy, the authentic oral testimonies of former political prisoners in this camp, as well as from communication with local institutions. , the Authority built the narrative on the event and the history of the Spaçi prison-camp, where, among other things, there was a need to verify the reported suspicions about the secret burial sites and to clarify the fate of the people who lost their lives in this prison, as a result of executions, murders or even deaths of prisoners while serving their sentence.
?????‍??From the searches made in the documents found in the Authority, or in other institutions, such as the General Directorate of Prisons, the Ministry of the Interior, the General Directorate of Archives, there are 44 (forty-four) ex-convicts , who were executed, killed or died from torture and diseases while serving their sentence, accidents at work or escape attempts.
According to the preliminary investigations of the working group, such facts were obtained as: Persons who were executed, or who died while serving their sentence, were buried by the prison staff in places outside the prison territory, making it impossible for their relatives, in any case, to take the body; the places that served as burial grounds for the prisoners who lost their lives in Spaç are suspected to be near the cemetery of the village of Shpal, in the village of Gëziq, Kodër Spaç, about 1 km south-west of Spaç Prison; and in some cases the executions were carried out in places where the only criterion was the distance from residential areas.
The Authority is awaiting the approval of the Decision of the Council of Ministers "On the method of protection and preservation of identified or suspected burial sites". The Authority, as one of the responsible authorities, is taking precautions and will interact with the local government, Mirdita, ensuring the protection of identified or suspected burial sites, ensuring in any case the preservation of the integrity of the scene and the remains.
