In the absence of 84 votes, the Criminal Amnesty was withdrawn from the agenda of this Thursday's (February 22) plenary session, while exactly the debate that this amnesty has sparked was discussed in the television studio.
Chairman of the Security Commission, Nasip Naço, said that the proposed amnesty is narrow, as he emphasized that what is needed are actually criminal policies.
"I have a different approach to the law on amnesty, I do not accept that the Minister of the Interior, the Prosecutor's Office, the Court prosecute or punish citizens and the Parliament comes out to make a compromise and let's forgive these people. It is a wrong approach if we see that we have full prisons and let's empty them. Today we have a police expansion, we have a police aggressiveness, they have encouraged them to implement the law, to prosecute anyone who violates the law, of course respecting the basic human rights and freedoms. Outside of my concept, I said that it is as narrow as amnesty.

Naço stated that his approach is to give the message to the Prosecution and the Court not to give prison sentences for crimes of low social risk, but to have alternative punishments such as a fine.
"The approach and perspective must be different. I am not in favor of emptying the prison, but I am that through the amnesty, extending to 5 years, we give the message to the Prosecutor's Office and the Court that tomorrow for an illegal fishing, do not put him in prison when the alternative punishment could be sentencing him to probation or a fine. So, if this approach is maintained, the entire judicial system will be oriented", emphasized Naço.
