"10 friends of Edi Rama benefited 4.6 billion euros from ...", Gazment Bardhi speaks by name and makes a strong denunciation in the Assembly

Democrat MP Gazment Bardhi has denounced from the rostrum of the Assembly that 10 friends of Prime Minister Edi Rama have benefited 4.6 billion euros for strategic investments.

Bardhi said that the beneficiaries of strategic investments are the builder of Edi Rama's personal villa in Surrel and the drug trafficker from Shkodra.

He further added that Edi Rama rejects the commission of inquiry for strategic investments because he is responsible for abuses of public property.

Today, the left wing of this hall, the deputies of the Socialist Party, have been instructed by the party to vote against the establishment of the Commission of Inquiry for Strategic Investments. In every democratic country, the principle that the Assembly approves laws operates; the government enforces the laws; The Assembly controls how the government implements laws.

Our Constitution, imagining Albania as a normal democratic country, not only provides for the establishment of Commissions of Inquiry, but obliges the Assembly to set up Commissions of Inquiry when requested by 35 deputies.

This is also clarified in the law on Investigative Commissions where it is explicitly stated: “The Investigative Commission is established at the request of 35 deputies. The initiating group presents the purpose of establishing the commission, the issue to be investigated, the proposal for the composition of the commission and the approximate deadline for the completion of the investigation. The Assembly is obliged to approve the establishment of the commission.

What did we 35 opposition deputies ask for? Neither more nor less a right recognized by the Constitution: to control the way the government has implemented a law adopted by this Parliament, the law on strategic investments. This is the typical case when a Commission of Inquiry can be set up. If the Government has implemented the law, what worries Parliament to control it?

Nëse prisni të shikoni në këtë listë ndonjë investitor të huaj, do të zhgënjeheni. 36 projekte të investimeve strategjike, me vlerë 4.6 miliard euro, i kanë marrë jo më shumë se 10 individë, ku secili prej tyre ka 3 apo 4 projekte. Në këtë listë sigurisht mund të ketë ndonjë projekt që e meriton statusin e investitorit strategjik, por pjesa dërrmuese janë abuzive, klineteliste, korruptive.

Kush janë përfituesit do të thotë ju? Asnjë surprizë edhe këtu. Janë të njëjtët, ato që kanë përfituar në këto 9 vite cdo koncesion, cdo PPP dhe cdo tender të madh nga kjo Qeveri. E vetmja shtesë në këtë listë janë ministrja Olta Xhacka dhe aktori Gaz Paja.

Pra Kuvendi në vitin 2015 miratoi një ligj, gjoja me sebepin se do sillte investime të huaja dhe do krijonte lehtësi për investitorë serioz të huaj, por përfundimi është që përfitues nga ligji janë 10 individë, miq dhe oratakët e përhershëm të Edi Ramës, shtuar Olta Xhackën dhe Gaz Pajën.

Në listë nuk mungon ndërtuesi i sajareve personale në Surrel të Edi Ramës, Pandeli Carapuli; eksponentë të kallëzuar në SPAK për krime zgjedhore dhe që blenë vota për partinë socialiste, shantazhojnë votuesit si Pëllumb Gjoka, apo kompani që janë në proces likujdimi për shkak se kanë falimentuar.

Pra ligji për investimet strategjike është shndërrua nga Edi Rama në një plackë për të shpërblyer me pasuri publike, kryesisht me prona në bregdet, në kundërshtim me ligjin, miqtë, familjarët dhe bashkëpunëtorët e tij.

The fact that Edi Rama violates the Constitution and the Law, by denying a constitutional right of the opposition, is in fact the best proof that he himself, personally, is not only responsible for abuses with the law, but is also the architect of the transformation of the law on investments strategic in a clientelist and corrupt law.
