The new panoramic ring in neighborhood one, under Leather, traverses through the hill filled with palaces and hotels, which climb from the sea shore to the top of the hill. This road enables the passage of vehicles from the main road, down Qafë Gjashtës with a meeting point to the old electrical substation, as the Sarandis know it, up to the Çukë bridge, where it joins the road segment that leads to Ksamil or Qafë Bote through the village of Çukë. It is one of the roads, the construction of which took decades. Signs announcing the start and end dates of the works were changed several times after the deadlines were violated and extended. The last two years have been intensively worked, carrying out numerous excavations as the route passes through difficult terrain, where it had to crack the mountain and transport hundreds of cubic meters of rock. Hundreds of meters of retaining walls up to fifteen meters high were built as the terrain is difficult. Engineering difficulties and obstacles from the buildings erected over the years after the construction sites were handed over hindered the normal progress of the works. Not only that. Many times the construction firm has interrupted the works, extending the deadlines. These are the reasons that a two-way road segment, sidewalks, lighting and planting of trees that has not yet been done which extended to the annoyance of the road delivery deadline. This road was so necessary, as many drivers passed through the dust and stones of the unfinished road, it is enough to avoid the heavy summer traffic on the road segment, Tourism - Çuka Canal, where in front of the hotel "Butrint" the collection of vehicles becomes a mound . It is the most stressful intersection of cars and pedestrians. Numerous vehicles waiting in line to cross this exhausting strait bring numerous worries to vacationers who become one with the cars. With the completion of the new segment, the Ring of the hill under the Skin, which further traverses the new neighborhood, has facilitated the movement of numerous vehicles heading to Ksamil, Butrint or to go to Qafë Bota. The new ring road is of good quality in terms of dimensions, sidewalks, lighting and asphalting. Even the look to unfold. Soon I will beautify the greenery with the planting of decorative trees. The whole road is equipped with horizontal and vertical signage, where the signs warn of any turn and danger points. Asphalting has also become quality. Drivers as road users value this segment, both for the quality and for the ease of movement, distributing the tools in two or three directions. Now the time of crossing the segment, the city- Ura e Çukës, as an alternative segment is realized in a few minutes. However, the new road needs solutions at the entrance to the old electrical substation and instead of meeting the existing segment along the river "Bistrica" ??for roundabouts or lines and distinctive signs to avoid collisions of vehicles, as it is a segment aggravated by movement. multiple. Just as an urgent solution is required for the narrowed part near a palace on the right hand side, where the road narrows and becomes a crosswalk as the carbine prevents the widening of the road. What if the new ring creates all these advantages and has value for the movement of vehicles and has given life to this whole area with numerous constructions, without creating queues and clutter, a non-new phenomenon as it is in almost all city streets has gained the right of citizenship. In this segment still not officially inaugurated, the road has been turned into a kilometer parking place. As we pointed out, the new road crosses the hill and stretches through palaces, residential houses and hotels on the left and right of the road. Right in front of every building, residents and not only vacationers who are accommodated in roadside hotels, park their vehicles almost along the entire length of the ring from the entrance to the exit. The range of vehicles has turned the newly completed road segment into a one-lane road. Vehicles that move, wait to pass those that come in and are forced to stop so as not to collide. All this mess, comes on the newly paved road parked vehicles along it, turning the exchange of vehicles into a nightmare after it has narrowed to a crosswalk. It seems as if the ring is not made for passing vehicles and facilitating traffic, but as a parking place. Residents call the segment in front of the palace as their property. We debated with some drivers. We told them that parking by the road on the left and right, where they have their building, hinders the normal circulation of vehicles and becomes a source of accidents. Yes, the citizens do not accept this logic and justify that they act in this way as they have no other possibility of parking. Where are we going to let the cars go full of rage, are we going to bring them home? We have no other alternative, so we will park them here. Citizens really have no other choice of parking, yes the road is for passing vehicles and belongs to everyone from Shkodra to Korça and their claim that they do not have parking is not an excuse! Until before the road was built, where were we parked cars and why before the construction of the palaces was not even thought about parking? Is it an argument not to have parking in palaces and hotels and to fill this gap, men, to take the road and turn the whole segment into a kilometer-long parking lot from the entrance to the exit of the street? The excuse for not parking is no excuse to block the road! The construction of the ring has the function of crossing and facilitating the movement, avoiding the blockage of the road as well as accidents and by no means solving the family parking or hotels. Let the residents think about the solution of the parking place, but not to fall short, occupying the entire road segment and becoming the largest parking lot in the city. With this situation it seems as if the road was built to solve the parking problem and not that of the movement of numerous vehicles in the summer season, where the city triples. Is there a solution to avoid meaningless parking of vehicles by the road, turning the road into a parking lot and from two lanes in one direction. This narrowing is extreme, it is annoying for the users of the new ring. Citizens themselves must understand that their actions are not fair, that they are in violation of traffic regulations and hinder those who travel in this segment. In these conditions, when everyone does according to his own mind and will not know that it becomes an obstacle for all those drivers who come from all over Albania or foreigners, with parking, without any rules, the law must act. The municipality and the traffic police must take the situation into their own hands and explain to the citizens that it is a crossing road and not a parking lot. Let them contact all those who occupy the road and explain to them that they are in violation of the law and harm others. As for parking, this remains to be resolved in cooperation with the traffic police, citizens and the municipality. If necessary let roadside pockets be made. Let a few more sidewalks be sacrificed. Build parking lots without touching the body of the road. If left to the mercy of fate and not intervened, if the traffic police pretend not to look and tolerate then this road does not serve citizens, but private parking. Rational solutions must be found so that the road is only a road and not a parking lot. If not, then we have every right to say: Once upon a time there was a new ring road for which we worked for many years, it was asphalted, it was illuminated, it was inaugurated, the lane was cut, the movement of vehicles started, but in the end it is not a crossing road, but an elongated kilometer parking segment. And the state invested millions of euros, spent, drivers were happy that the crossing was shortened and facilitated, but in the end it was turned from a road into a parking lot!
