The Tirana summits, the Growth Plan and our economy

The highest level meetings (summits) in Tirana, yesterday the International Conference on Ukraine and today the Summit of the leaders of the Western Balkan countries for the European Union Growth Plan for our six countries, will surely help us in increasing lobbying and of the trust of the European Commission and major partner states of Albania in the EU, to provide more funds for our economy and society. Four months ago, in November 2023, the European Commission (the government of the European Union) announced the new Growth Plan for the Western Balkans, which mobilizes for our six countries 6 billion euros in four years, 2 billion euros in grants (pre-gift) and 4 billion euro soft loans for Montenegro, Serbia, Bosnia-Herzegovina, North Macedonia, Kosovo and Albania. But where are we, in front of these 6 billion euros of the European Union? How are we working to get our share? With the high-level meeting in Tirana for the Berlin Process, held on October 16, 2023, as well as with today's summit, we are very well positioned. We hope these meetings will help us strongly with the projects with EU funds, for the growth of our economy. We are a quiet country for the European Union and at this moment, we seem to be the first in the class in the countries of the Western Balkans. We have to strengthen the absorptive capacities of regionally important projects. The Ministry of Infrastructure and Energy and the Ministry of Finance are working well with the prepared projects and others that we have to propose, especially within the framework of the Berlin Process and its main plan, which is called the Connectivity Agenda. By September 2023, in total value, Albania represented about 13 percent of the Agenda projects (from 7 percent at the end of 2019 and 11 percent at the end of 2020), improving its position, due to the approval of two projects new ones at the Sofia summit, for the rehabilitation of the Fierza HPP, worth 43 million euros, and for the Tirana By-Pass, worth 151 million euros. Albania also has the widest distribution of investments by sector, including transport, energy and the digital sector. Yesterday, the Ministerial "Western Balkans towards the Single European Payment System (SEPA)" took place in Tirana, organized by the Ministry of Finance and the Bank of Albania. with the Ministers of Finance and the Governors of the Central Banks of the countries of the Western Balkans, as well as with representatives of the European Commission, the World Bank and the European Bank for Reconstruction and Development. Albania's membership in SEPA gives our country access to modern, faster, safer and cheaper payment systems. The benefit of Albanian citizens and businesses from SEPA membership, according to a survey by the Bank of Albania, will be 18 million euros within the first year of membership. The governor of our central bank stated yesterday that we will enter SEPA by June of this year. SEPA also means economic integration of the countries of the Western Balkans with the European Union. The Bank of Albania has made all preparations for our banking system to be ready for SEPA entry within this year. Our participation in the Single European Payment System will not only mark a very important step in the journey towards European integration, but will create facilities for Albanian businesses and consumers, reducing cost, time and increasing the simplicity with which carry out cross-border transactions within the European market. SEPA will have a significant contribution in some strategic sectors, such as tourism and exports with the EU, while it is expected to influence the formalization of remittance flows of our immigrants. The Bank of Albania is working to find a solution for the "instant payments" system, which are an alternative option for electronic payments, as they ensure payments 24 hours a day, every day of the week, at cost much lower than today's financial instruments. The implementation of an infrastructure for instant payments in Albania will reinforce the advantages that can be obtained from SEPA membership. The World Bank will assist the entire SEPA membership process for all Western Balkan countries. Its specialists assess Albania as a country that is far ahead in this process and is ready to apply for SEPA membership this year.
