Albanian youth will no longer be a lost generation!

In the last eight years, about 140 thousand young people have left Albania, bringing the ominous prospect that the country will be completely depopulated within the next 7 decades. In 2020, less than 700 thousand young people under the age of 29 lived in Albania. If we compare the total number of young people (ages 15 to 29) in 2014 with the data of 2020, we see that the youth population has decreased by about 70 thousand people. Compared to the two years 2018-2019, the number of young people in Albania on January 1, 2021 has suffered a drastic decrease by about 25 thousand young people. Youth unemployment continues to be an essential reason for them to leave the country, as it is young graduates who suffer the highest levels of unemployment. According to INSTAT data, Analyzing the unemployment rate by educational level, in 2019, about 14.4% of young people with secondary education and about 12.3% of young people with higher education were unemployed. According to the European Asylum Support Office (EASO), about 80% of Albanian asylum seekers to European Union countries belong to the age group up to 34 years. Referring to the data and the 2019 study of the International Labor Organization (ILO), during 2018, youth unemployment reached 33%, ranking Albania in first place in Europe for the highest percentage of young people. without job. For most young people, the reasons for their mass exodus from Albania are: lack of employment opportunities, evaluation, low wages, high cost of living, corruption, problems with nepotism and promotion based on unprofessional criteria. These reasons were never addressed as major concerns by the government of the last 8 years. About 6 years ago, on May 6, 2015, the government approved the National Youth Action Plan 2015-2020. The plan set out a series of tasks for the Ministry of Social Welfare and Youth, its subordinate institutions, other line ministries and municipalities to achieve its objectives. By the end of 2020, the period covered by this national plan, no activities or achievements were reported under it. It was simply left in complete oblivion and constitutes one of the many irresponsibilities raised in the system by the Rama government. Not only was the Plan not implemented in any of its objectives, but to date no monitoring or evaluation report has been prepared by the structures in charge of this function. The government also failed in the functioning of the portal www.rinia.al, which, although foreseen with the relevant fund, was not realized. The Rama sect, although it promised with many fanfare, did not realize either the Pact for the University or the vetting in the universities. Despite the efforts that civil society organizations have made to ensure that young people in Albania have a law that would guarantee basic rights and services to them, what has been achieved has been miserable. On November 4, 2019, Law no. 75/2019 "On youth" (https://www.parlament.al/Files/ProjektLigje/20191107152923ligj%20nr.%2075,%20dt.%204.11.2019.pdf), a law in complete contradiction with the basic standards of human rights, protected and guaranteed by the Constitution of Albania, as well as the main acts of the UN and the Council of Europe. This law does not identify adjustments for all strata of young people, thus not becoming comprehensive and complete. It does not envisage concrete initiatives to promote employment, or measures to prevent the emigration of young people. The provisions of the law do not give young people the status of participating in policy-making or decision-making. In complete violation of any human rights, this Law provides for political functionaries in the governing structures of youth councils, placing youth organizations and young people under exclusive political leadership. Law no. 75/2019 "On youth" is by no means in support of young people, but uses the latter for purely political purposes. In 2017, four years ago, the reorganization of the ministries and their functions led to the dissolution of the only Director of Youth Policy in the Ministry of Welfare, Social Affairs and Youth, who was responsible for developing and implementing youth policies. Throughout the central government infrastructure, in these four years there has been no unit to deal exclusively with youth rights and development plans. In the eight years of the Rama sect's rule, youth strategies and programs have never been addressed at the central and local policy levels, nor have administrative and legislative measures been reviewed to encourage youth policies. Our young people were hit hard during the pandemic, with unemployment rising by 20 percent more in their ranks. We are losing an entire generation! Who seeks salvation only by fleeing the country. For a small country like Albania, with a half-century history of 1944-1991, unfortunately hostile to free enterprise, human capital and skilled labor, with a relatively underdeveloped economy, compared to the countries around us, underestimation and the departure of young people, and especially educated young people, has led to a marked lack of professional and managerial capacity and a severe deficit in the country's workforce. In these conditions, it is imperative that strategic, long-term youth policies be undertaken as soon as possible and that we respond vigorously, promptly and successfully to the challenges of stopping the bleeding of youth emigration. As the chairman of the Democratic Party, Lulzim Basha, pointed out in February 2021, in the presentation of the Democratic Party's Youth Program, "Over 50% of Albanians aged 18-40 want to leave the country! This catastrophe is even greater, when you ask the ages 19 to 27, 74% of them want to emigrate! 94% of Albanians studying abroad do not want to return. This is a whole lost generation. Parents are abandoned, brothers and sisters are abandoned, families are destroyed, because people rightly set off in search of a better future. "This is a national catastrophe." The Democratic Party is committed to healing the scourge of biblical immigration and mass unemployment for young people. Its program of change begins with schools, where young people will receive more education opportunities, and ends with the creation of more jobs in the economy for them. This will be the chain of hope and faith, where young people will anchor their dreams and desires. Nine out of 10 students coming from families with incomes below 64,000 new lek per month, will receive full support through 100% funding of fees for their Bachelor and Master studies. The rest, coming with incomes over 64,000 new lek per month, will benefit from halving university fees. While 5000 full scholarships per year will be offered to all young people who have financial inability to pursue higher studies. There will be no young people, who will be left unstudied, due to the economic impossibilities of their families! For young people joining families, for young couples, the DP will subsidize the interest rates on their home loans. There are 10 thousand newlywed couples who will benefit from this program. DP will increase the quality of education, putting innovation at the top of the list of priorities. Students will have internships paid 30,000 Lekë per month for 12 months, for the 10,000 best of them each year. The PD government, which emerged from the April 25 elections, will set up 4 business incubators within 4 years, to develop innovative ideas and promote entrepreneurship and employment among young people. There will be special programs to support start-up ventures. The DP will set up funding schemes for any young people from remote and impoverished areas of the country who want to start a venture. Assets seized under the Anti-Mafia Law will pass into the hands of young people who set up businesses with social benefits for society. The DP will enable the quadrangle of the future for young people: Work, education, opportunity and profession. We are at a crucial moment for the reflection that we must all make as citizens of this country. Reflection on understanding how much we have lost in the last 8 years and how much we can achieve in the coming years if we all together make the right choice. We are at the right time to make young people believe that the time has come for them to realize their dreams in their country, Albania. All Albanian youth have the opportunity on April 25 to prove that they do not accept to be a lost generation. The youth vote will be the punishment for those who have taken their future hostage. The vote of the youth will be the vote of hope for change, with which not only every young man will win, but every Albanian.
