I saw my retired neighbor coming out of the pharmacy door nervously, bag of medicine in hand. "We reimburse medicines, they say, and that's why newspapers and television have filled them. This is refund to be mocked. The cheapest medicines, aspirin or any other expired medicine are reimbursed, because the other, more necessary and more expensive ones, you have to buy until your head hurts. For example, siofor, which I need to fight diabetes, is not reimbursed, and so on and many others." I believe that there cannot be a family that does not have a member with health problems and that is not treated with medicine. There are some who receive temporary medication and the health condition can improve quickly, but most are chronically ill and the medication is a vital necessity. It is known that the sickest, because of the years that weigh on their shoulders, are pensioners, the most discriminated layer of society. A serious risk for many people is the disease of diabetes, which affects the aggravation of many other diseases. For this threatening disease, the medical communities, diabetes associations, who are in charge of the fight against it, come together, give lectures and advice on how to prevent and fight diabetes, only on Diabetes Day, on November 14. According to statistics, there are more than 535 million diabetics in the world, a figure with a tendency to increase up to 1.3 billion in 2050, while in Albania there are about 160 thousand of them, threatening children and young people. In these conditions, instead of increasing care in the service of diabetics, as happens in the world, indifference and speculation are increasing, especially in the reimbursement of medicines and in the planning of medical tests. The above patient had remarks, not only about the ridiculous reimbursement, but also about the extended planning of the tests. It happens that by planning to do the analysis after a few months, the patient may have died. Diabetics must measure their blood sugar, maybe even two or three times a day, and the state has reimbursed 100% of the blood sugar levels. But this reimbursement presents two life-threatening concerns for diabetics. First, insulin for lowering blood sugar and devices and strips for measuring blood glucose, which are fully reimbursed by the state, are not effective and do not show the real state of the blood sugar level. Mother Sanija, who has been suffering from diabetes for over 30 years, says she is worried: "after the reimbursable tablets were made, I started checking my diabetes two or three times a day and the test showed normal blood glucose, both before and after meals. Although I continued to have anxiety, I began to rejoice that I had brought the diabetes under control and began to reduce the use of insulin. But one day I got really bad and after taking a measurement with the device and the tablets they gave me for free, I went and made a comparison at the pharmacy. I was shocked to see that my blood sugar was double what my meter was showing.I did the test for three days in a row and found the same thing. The pharmacist told me: "Neither the device nor the tablets are accurate, it is not known when they were produced. Get another camera and you'd better buy the bands for accuracy." So I did. I got the device for free, but I buy the bands with money, so according to the exact measurement I make, I keep the diabetes carefully on my head." In addition to the concern she felt, poor Sania also endured the pharmacist's irony, when she complained about the high price of medicines: "Go away, mother, because you have your pension!" What do you want money for, if you're not going to the beach!? Money loves the bosses, the politicians who roam the world for our trouble." Mother Sanija cries to us, as if we had everything in hand: "I take a lot of medicine; for diabetes, for the heart, for the stomach that cost over 90 thousand old lek, while my pension is only 110 thousand. The most important drugs, such as Plavix or Ultrox, are not reimbursed, and so out of the 90,000 ALL that I pay, only the old 8,000 ALL are reimbursed." Since diabetes is the most widespread disease in Albania and has a negative impact on many other diseases, the structures that have been set up for this purpose, such as the Albanian Association of Endocrinology, the Association of Diabetes Education Nurses, Pharmaceutical Companies, Competent State Bodies, or actors of others, should become promoters of improving the lives of the population with diabetes. In the world, the state, through medicine, shows increased care for diabetes. Not only is regular diagnosis made to prevent diabetes, without planning, but packages are also offered to the sick, cash rewards are made, employment assistance is provided, regardless of the cost this service may have for the state. Other health services, especially stomatological ones, where no type of reimbursement is recognized, are a constant concern for retired patients. Just removing a tooth costs half of a pensioner's pension, and the dentist or graphic artist won't even know about his pocket. Dentists collaborate with radiologists and ask for x-rays even when they are not needed.
