The office "bugs" are more damaging than their "head" himself

There is no uglier and worse fate for a city, or for a region, than when its management offices stay for years without changing either mentality or people in a normal elitocracy or burrocracy that follows one another! There is nothing worse than when the offices of power are inherited by orders, family members and party "kocomii"! When the bureaucratic elite that certainly serves the law and the state or the administration is not formed, but when the "roster herd" of the administration and power is crowded! And what's more, when this herd transforms into a "clique" where not only the son, but also the grandson hold the power in a habitat where rodents and the leader only do harm! If anyone wants to understand what happens when a flock is formed which has already occupied the city, its offices and administration for over three decades, can understand in Shkodër. In the only city that the local government does not have pluralism! Since the sad year of 1945, there is no pluralism, but a legacy of rodents! But from 1990 even worse than in the dictatorship! Much worse! More sick and spreading diseases than in a non-democratic regime. The administration of the rodents in Shkodër, with few differences in different years, has remained that of "anti-communist" stupidity, but with children and servants of communism. Of the people who benefited at that time and announce themselves as "persecuted heroes" of the time when they served the dictatorship! But what do the "kocomin" of the local government offices in Shkodër have as crafts? First of all, intrigue and absurd gossip when someone "makes a fuss" and the master comes and will work! They fight it and replace it with their lazy and mediocre "greenhouse", but good at making words and intrigue! In three decades they have replaced each other within the rodent family and within the genetic family! Yes, yes in employment and administration. More than 30 years have had time to do only their experiments of power rodents, making great mistakes of not developing and not running normally. The bureaucrats do not allow anything other than their mustaches and their ideological nonsense with fake and fraudulent anti-communism. Stop any progress and different thinking! They consider anything outside of their tails and their whiskers to be an enemy. They call something that wants to work and do differently from them, but in favor of Shkodra, office work and administration! Even the offices do not change them because they are afraid that "communism will not come"! They often stay with those curtains or wall paint for a while since they look like "archaic retro" models! The office rats even worse than the Presidents who have been on top especially these last 7-8 years, are the biggest pests, because they are already even worse than in immovable dictatorship in their unfortunate habitat of political and administrative rodents ! They have started to "bite" each other recently, because apparently you can no longer have common power within the already divided species! Office buildings for years in services, in culture and sports, in administration and in the civic aspect, have become the bane of Shkodra. It's not all the fault of the party and the leader above! Already the herd of office buildings is something that is causing the urban and civic destruction of Shkodra. That does not allow anything new and no new thought, but also no new initiative. They have only the principle of laziness and anti-government politics to justify their stay in the offices of power for more than three decades. It is not only the theory of the party of the boys to promise with the money of the government and to do "nothing" with the money of the Municipality! Now this is the practice of the very young! It is the Kocomi people who shout louder than all - down with communism! When in fact, a part have come out of his breasts! They continue to harm Shkodra. It is the Kocomians who declare themselves as "anti-communists" when the new part of them were born after 1990 and before that they were mostly part of that regime! They are harming the cultural goals of Shkodra and its heritage! They are damaging it with their huge "bites"! They have taken Shkodra to a city that is languishing culturally as well! They have left it without investments by degrading urban planning and infrastructure and by giving wrong permits, but also by not providing services. The smallness of the rodents is being lost in urban and cultural disaster Shkodra! They do it, because they don't know any other way and sell it for anti-communism, saying: that Shkodra is degraded because the government doesn't give us investments! Yes, and therefore do not vote for him! Of course, they don't have funds and they don't collect or throw away like the office waste they are! They have already become the biggest pests! More so than the head hamster himself or the one who keeps them and why he knows they are like that. I know they are a lazy lot and out of work. But I know that they are "devout anti-communist" office workers turned into rodent institutions in the city historically against them.
