The approach of local elections has made political parties start their engines. They aim for a comprehensive campaign and have increased ambitions for victory at any cost. All parties, even those that do not produce any councilors, are held in high esteem and propagandize indisputable victories. Ilir Meta and Sali Berisha talk about victory. The first as head of the freedom coalition, the second as an anonymous co-shareholder due to circumstances of illegitimacy by the court and the lack of a seal. Together with them, Alibeaj has entered every municipality with claims of victory, but unlike the first two, who declare him an enemy and servile to Rama, he calls for unity and participation as a united opposition in front of the majority. Edi Rama also talks about maximum achievements and a high number of municipalities won, who does not question the victory at all. but also high results in the entire territory of Albania, based, as he stated, on the division of the opposition. The May 14 elections have nothing in common with those of four years ago, where the opposition boycotted them, depriving supporters of any representation in the entire pyramid of local government for mayors and local parliaments, which are also the most important value in the service towards the citizens as they are the institution where democracy is implemented in action. Here, citizens can seek solutions to the problems faced by the development of our cities, neighborhoods, alleys, communities, but also the daily concerns of individuals and their families. If the choice of a candidate for mayor is to find an individual who personifies a model man, dedicated, good manager, uncorrupted, evaluated by the citizens and carried out after several surveys and consultations with interest groups, the layers of the population and the decision-makers find it easier, the selection of advisers, those who tomorrow will be the decision-making body and drafting policies of the urban and economic development of the city and area under the municipality's jurisdiction, is the most difficult choice. This requires time, judgement, care, calculations, contacts of social strata and groups that are residents of the municipality's territory. Unfortunately, this selection does not receive the interest, time, focus, appropriate costumes and investment it deserves from political parties. In these three decades, the election of individuals has ruled not for the values ??they represent, but for the support that the individual enjoys in tribes or groups from which more votes are received. Of course, the vote is decisive and they are fought for, because their number also determines the number of members in the municipal councils for each political party, from which the relevant commissions emerge and the chairman of the municipal council is elected. The chairman of the municipal council, who has considerable weight in the management of the pluralistic council of the municipality. The interest in a place in the city council is many times extraordinary from citizens, who want it for their own trouble, for the monthly remuneration and lobby hard to get votes from both the left and the right. I want the vote, say those in contact with the citizens, don't spoil your work. And this formula to get votes from individuals breaks up the city council, makes it uncontrollable, amorphous, non-decision-making. But this is not the only concern. These tips lack personalities. Intellectuals in the voice. They do not have enough lawyers or economists, doctors, teachers, agronomists, scientists, reputable individuals, to be independent in judgment and decision-making. They should not be prisoners of the parties and should not obey one or shadow the president, if they have their own independent, courageous and professional voice. The councilors of the municipality should be the most prominent individuals of the city, people of reputation, serious intellectuals who care about the city, who have the courage to spoil the mayors and fight for the major interests of the citizens and the city or the surrounding areas. Unfortunately, this does not happen. In the selection of municipal councilors, partisanship dominates. And many times municipal councils have in their composition, not prominent individuals, but talented party members. Municipal councils are a debating community. Decisions are made. And here there must be great clashes and confrontations. Otherwise, the municipal councils turn into shadows of the mayors and permanent voters, in favor of their every request or whim and ambition. Today is the time to delegate individuals with integrity to the municipal councils in the 61 municipalities of the country. Not those who only know how to say yes! Municipal councils do not make party members tribunes of democracy, but intellectuals with dignity and outstanding individuals with personality and integrity. And these are part of our society. It is enough to evaluate and select them, to give them the opportunity to be part of the decision-making of the local Parliaments in all the municipalities of Albania. for their every request or whim and ambition.
