It is known that the functioning of the state is necessary and indispensable in any social system. This reality has already been proven since the state was born historically. Of course, the functioning of the state according to its character, nature and mission is reflected through the laws it applies. Also, the correctness of the state in the implementation of laws is reflected through its governance and law enforcement institutions. It is not for nothing that it is said that the language of the state is the language of the law and the institutions it represents. The way in which the laws are applied also comes from the authority of the state we are dealing with. Based on the comment made about the state and its role, let's focus on dealing with the problem in our state, for the way it has functioned in the years of transition, starting from the mission it has and the system it represents. referring to those moments and developments thought to be the most important to argue as accurately and as convincingly as possible the problem that interests us according to the topic dictated in the next article. Based on the situation experienced so far, I think there are two main and undeniable factors that make us accept that this people is abandoned by the state: The extreme poverty that the country is experiencing at the moment. The attitude of the state away from the problems and worries that the people feel in the face of extremely difficult life, as well as the negligence and indifference of the state in the continuity to make the necessary improvements in those directions where the people have been led by the life of the moment, and here we are talking about ensuring the most necessary needs and conditions for living, and why not also for survival conditions, based on the reality that happens. If we look carefully at the panorama of the situation that is presented to us, it is so touching and so painful that it makes us remember the poem of Migjen (by the Albanian poet and writer, considered one of the most important of the 20th century), called "Poem of Misery", in which the poet describes the misery of our country for the period of that time with quite touching notes. What is worth underlining is that the elements who experience the poverty of the moment in our country, are not those who despise and do not like work, but on the contrary, they want to work to get out of this miserable life that has engulfed them. But they are not finding the opportunity and the necessary solution, because the state does not think and does not ask about them. And of course this happens because our state in this transition is not a social state to think about such people, whose presence is not few in the daily life we ??face. The bad thing is that the dimension of extreme poverty keeps increasing, because this people feels abandoned by the state. For the abandonment of the people by the state, in addition to the extreme poverty, we cannot leave without mentioning the presence of criminal phenomena at various levels, which is undoubtedly another aspect and concern in the life of our country. Criminal phenomena for the dimension they have taken, for the way they happen and the time when they happen, we talk without a doubt about the decline of the state's authority and its dysfunction. In this regard, starting from the practice of everyday life, I want to underline that many problems are being solved by the path of self-judgment and revenge between the parties, creating shocking and horrible situations due to the lack of the state and the sense of its responsibility to provide solutions to the problems and conflicts that occurred in social life in legitimate ways. Another sharp problem that has been and is a companion in the life of our country in this transition, which has not yet found a solution, is the problem of land ownership. It is not without reason that such a problem, based on the concerns brought about and the conflicts created, has rightly been assessed as the "Achilles' Heel" for our country, based on the importance it has if this problem is solved in a legitimate way by the state (so for the land to go to the owner, to the legitimate owner). Of course, such a problem began with the adoption of Law 7501. Since this law was adopted until today, not only has the land not gone to the owner (the legitimate owner), but on the contrary, certain individuals have unjustly appropriated someone else's property because the content of the law in question was not legally constructed in such a way as to support and favor the legitimate owner of the land. Of course, such an unsolved phenomenon continues to create sharp and unforeseen conflicts between the parties due to the lack of the state to give the problem a solution with the right path of the law. Undoubtedly, in terms of the problems and dissatisfactions related to the abandonment of the people by the state, it is quite wide in many aspects of the life of our country, but in this material, those aspects and moments considered as the most spicy for the treatment have been highlighted. of the presented problem. I want to underline that based on the picture of life that is experienced in our country, our country does not remain without responsibility, regardless of what arguments those who have represented and represent the direction of the state in our country in this transition period can present to justify themselves. And here it is about the drafting of economic policies as well as finding potential partners for the creation of spaces for employment, unemployed elements, so that the phenomenon of unemployment is limited as much as possible and life goes away from poverty. It is not for nothing that the state is the catalyst and regulator of society at all times. Speaking about the behavior, attitudes, motives as well as the policy followed by our statesmen in relation to the people and the progress of the Albanian democracy, it is worth remembering the saying of the Greek philosopher Socrates (one of the victims of democracy). Regarding democracy and its fate, he said: "When crooks and frauds will take power democratically, a tyranny will follow even worse than that of the time of monarchs or oligarchs." Such a famous saying of the philosopher Socrates certainly coincides with our politicians and statesmen, regarding what they have cultivated during the transition journey for the well-being of the people and the smooth running of the Albanian democracy, regardless of the promises made by them continuously. For the recognition and securing of these rights, and here we are talking about the recognition of legitimate rights, our citizens have not missed the protests as well as the next attempts to knock on the doors of the relevant institutions regarding the problems they have had to given the right solution, but they have not received the right they deserve since the presented problem has fallen on deaf ears. We even have cases where certain individuals have even paid to specific individuals (which is certainly an abnormal and unacceptable occurrence for a right that belongs to them), to solve the problem, but still did not receive the requested right . Of course, this happens because in our country the rule of law did not work and does not work in terms of the implementation of laws with the language of justice (laws exist only formally). Of course, our citizens, facing such dilemmas and situations, are forced to leave the country theirs and take the long and difficult path of exile, to other countries of the world to find themselves and to live a normal life absent in their own country. What is noticed in this regard is that the abandonment that occurs is not few and insignificant, but with serious proportions and all the more instead of being limited, the number of abandonment and emigration from our citizens keeps increasing. Of course, the phenomenon that is happening is a disaster and a pain with great costs for the country and the people who experience it, as it happens in us, so let this article serve as an appeal for our statesmen and politicians to turn their faces away from the people, the problems and his problems, to turn his face away from this difficult living situation that he still experiences in this transition and not, as usually happens, that it occurs to them to cry about his troubles and to promise them about the improvements and changes of properly, only at the time of the election campaigns that feel the need of support from the people for securing the vote and taking the next power. Based on the nature of the problem that we are dictating, the question also arises: why did such an abandonment occur? I think there are several reasons:
1. Because with the change of systems, the direction of the country fell into the hands of elements unworthy of the mission entrusted to them by the people. The leaders of the state used the people's vote of confidence and the acquired power not to make the democratic transformations dictated by the country, but to enrich themselves as well as to further support those elements that lobbied for their power and that they were the guarantor of securing power in the future as well. 2. Historically, we as a country have such circumstances that we have not had genuine state traditions, let alone the creation of a democratic state, as a result of the lack of this tradition and this experience, successive statesmen in transition have been and are inclined to rule and govern with the language of violence and deceit. Of course, this choice made by our citizens has not served the national interests and the progress of democracy, but their interests according to the motives they have as mentioned above. 3. We as a people are also responsible for the abandonment that occurs because we have been repeatedly disappointed by them (our statesmen and governors) regarding the promises made. Even the protests made regarding the concerns experienced and the search for our rights, have not been at the right level. In this regard, regarding the protests, I would say that they have been rather sporadic and poorly organized, either in terms of the objectives and the program that has been thought, even by the elements that have directed the protest, to support the causes of the citizens in the organized protests to the end. As a result, these levels of protests, based on the quality of their organization, have had no problem being dispersed by the next government forces. Of course, such a phenomenon is related not only to the experience and the poor experience that we still have in relation to the organization of protests, but also to the level of unions that we have at the moment since they have been and continue to be directed by corrupt elements from the state, therefore being such, they are not pious and predisposed to carry out the mission they have. For this repeated behavior and abandonment by our statesmen and successive governments, has caused our people to lose hope from this political class of the moment that leads our country to make the necessary improvements, based on the motives it has and the mentality it still inherits from the past of the monist system in the way of governance. Finally, I want to underline that history will not forgive the politicians and leaders of the Albanian state, the anti-national policy followed in this transition period, the abandonment reflected towards this people regarding the concerns that it had and has in the way of life, creating the country backlog and unforeseen pains. These unforgivable acts and behaviors of theirs will undoubtedly remain unforgotten and documented in national history, being judged as a negative model for what they have done.
