A few years ago, there were two families who had been at enmity with each other for years, in the area of ??Nikaj-Merturi, families belonging to the villages of Paç and Apripë, but now they have reconciled. The decrease in the number of trapped families remains an indicator of the work done by the community, police forces and state structures, not only in Tropoja, but also in the other 3 districts of Kukës district. where there are still families trapped in Has and one in Kukës. The reported cases of blood feuds are a concern in the Tropoja district, say the leaders of the association. The tribe is the blood of the men and the gender of the women, while the bajrak is the tribe-state composed of brotherhoods. The organs of the bajrak are: the bajraktari, who is the head of the tribe, the highest authority in the tribe-state. To this belongs the head of the tribe in times of peace and in times of war from generation to generation. The bajraktar's assistants are always the heads of the tribe, the first of the great brotherhoods, of which the tribe consists. Based on the above, we will try to present the organization according to the canon of the tribe and the bajrak. And now let's continue with the organization of the tribe-state according to the canon. The minor chieftains are the first of the minor brotherhoods, or voivodes. Each of the voivodes has a designated assistant, who is called a boy. Bajraktari and voivode exercise the power of the pariah son after son. The meetings that are held for the exercise of authority in the tribe, or for the determination of new laws and their implementation, are called assemblies. Each tribe has determined the place where the assemblies take place. Among the most essential issues is the creation of a commission of chiefs, who enjoy the authority of the entire tribe. Their decisions have legal force for the entire tribe. In the event of a blood feud between brotherhood and brotherhood or tribe to tribe, the one who breaks the oath is expelled from the tribe.
