Farmers wait for oil without excise, but suffer the bureaucracy of the Ministry

The decision of the government to provide oil without excise in the framework of the subsidy for the increase of agricultural products, to support Albanian farmers, was enthusiastically received by all, those who live in rural areas. Residents in urban areas, citizens, were also satisfied. The first to ease the burden of costs, the second to reduce the cost of production which ultimately translates into a reduction in the price of cherries, potatoes, tomatoes, squash, beans and in the fall citrus. In reality, our farmers spend on the production of agricultural products, so many of them are not interested in planting and turn mostly to other work, away from the plots they own benefited from the division of agricultural land under law 7501. Many of the farmers have turned into waiters or construction workers. For them, an egg today is better than a chicken today, a penny in hand than a profit at the end of the harvest of agricultural products or crops, wheat and corn. In the district of Saranda, there are many farmers associated with the production of corn, but not a few wheat, although in a modest area. There is an area that has been planted with thousands of citrus fruits, oranges, mandarins and lemons instead of field crops, an area that stretches from Butrint to Janijar near the border with the aggregate. This area is included in the Municipality of Konispol. The most extreme municipality of Albania, is a champion of mandarin cultivation and is distinguished for wholesale production, as well as for the ferries where it sells production that often crosses the Adriatic and goes to Belarus, not to mention neighboring countries, such as Northern Macedonia, Kosovo, Serbia and Montenegro. The entire economy of Konispol municipality relies on citrus fruits, tangerines, lemons. The product is in demand for quality, as well as price. It is known how much they cost farmers from pruning to harvest. And everything requires oil. Dry money. Also this year, although oil was promised without excise after the properties were formalized and the type of crops was declared, the government promised to provide a certain amount according to the calculations per hectare planted, except for arable crops and for fruit growing up to bonuses or extra funding for livestock and beekeeping. With the latter, it was like two lambs on the verge of the collapse of the communist system. Where one had to be male and female to be slaughtered lest private property be increased and strengthened. So with the bonuses for sheep and goats that definitely need a fixed number ?! We are in the big year and the number of those who have received oil without excise promised and sanctioned in a special decision of the Council of Ministers, a task implemented by the Ministry of Agriculture and directorates and offices of agriculture in regions and municipalities, is moving at a pace of the turtle. Excise-free oil is provided in droplets. Farmers, wherever they belong on planted plots or on-site premises, at gas stations or on-site production depots, make the same complaint. Promised oil is an unfulfilled promise. So far, there are few who receive oil without excise and why they have submitted official documents, recognized by the respective municipalities and formalized as an economy even with NIPTE from Taxes. The truth is that the Tax Branch, responded to farmers' requests urgently and provided them in record time with this necessary document. After registering in the order in order and the disasters that occurred in the regional directorates and agriculture offices in the district, farmers expect to receive the amount of oil due to them according to the calculations made by the Ministry of Agriculture. They do not discuss quantity. Neither if given, more or less. Their only concern is the expectation of gaining more and more oil today where its price has skyrocketed for known reasons. A farmer to go from the village to the field, where there is the tangerine plot, where now is the peak of services, they have to spray and irrigate and travel tens of kilometers with their buoyancy vehicles or machinery transporting manure and everything needed, they need tens of pounds of oil and it costs to buy as much chicken as they could not afford, neglecting the necessary services after being penalized by the price of oil and not only, High prices are also pesticides and fertilizers. which many times are not qualitative. Farmers, ask, officials and agricultural specialists when will they refine oil at a reduced price, as promised? Specialists shrug and do not know the answer. They themselves are waiting for the serial numbers and when the bingo goes to the farmers to show up to get the oil tolls at a low price. Yes intensive services are at their peak and some of the crops are at the end, ready to be harvested. Then when all the work with oil in the sky is done, why do farmers want oil without excise to travel to cities or go for relaxation on the beach? They need oil now and not when the Ministry of Agriculture and the Ministry of Economy and Finance are lazy. Oil here is. Here are the decision-making bodies. Yes, they are very far from the citizens who look at oil with binoculars and pay for it as if they were working not in agriculture, but as taxis and earning from the transport of tourists to the beaches and not from the services in sensational cultures. The farmers rightly ask: When will the Ministry of Agriculture remember, Mrs. Krifca giving us the oil without excise? Do the ministry know the calendar of services for agricultural crops or do they not know? That wheat is being harvested. Intensely growing corn. So is fruit growing and especially citrus and tangerines which seek to be fed with organic and chemical fertilizers and treated with controlled pesticides. All of these want oil. Nothing moves without it. Tractors and combine harvesters get stuck in the middle of the field. Irrigation pumps are turned off. To save a little and to cover the heavy costs of oil that is the blood of agricultural machinery, farmers in Saranda and Delvina, but of course in other districts, wherever agriculture takes place, stay with the eyes of the government and first of all the Ministry of Agriculture is not advancing at all and the growth of oil distribution is accelerating, today when the needs for the realization of services in agriculture are urgent. If excise-free oil is not delivered today, weather is expected to dissipate. in the end, the women from all over Albania should recite in the choir: He waited for the donkey to come out, the grass came out and he said, the donkey did not see it with his eyes. So with the excise-free oil for which Albanian farmers from south to north have to wait in line for days, weeks, months, and when it is their turn to get the crude oil, agriculture has capitulated.
