Luan Perzhita: The tourist centers that Albania has are a contribution of the Institute of Archeology, a part of their budget should be returned to scientific research  

The Institute of Archeology (Academy of Albanian Studies) organized the scientific conference "Archaeological Year 2022". Rector of the Academy of Albanological Studies, prof.dr. Luan Përzhita says that this annual presentation serves to familiarize with the results of the field research that the archeological researchers have carried out during the past year in Albania. In the interview for "SOT" newspaper, the rector of ASA prof. dr. Luan Përzhita says that the year 2022 is successful and this is shown by the dynamics of the projects that are being developed in Albania. But for the field of archeology in the country, the rector of ASA prof. dr. Luan Përzhita asks for more attention and says that there is always room to improve and adjust the work of scientific research. The Rector of ASA sees importance, that a part of the budget collected from the Albanian tourist centers that are a contribution of the Institute of Archeology be returned to the IA, in order to be used for scientific research and the return of other archaeological centers to tourist centers. But according to rector Përzhita, this requires an intervention by state institutions.

-Field research is the basis of the work of the Institute of Archeology - Academy of Albanological Studies (ASA). The Institute of Archeology organized the scientific conference "Archaeological Year 2022". What can you tell us about the work of IA?

The conference is about the work done by the Institute of Archeology - Academy of Albanian Studies in the territory of Albania. One group is the traditional research, which is done in already known centers, such as Durrës, Apollonia, Bylis, Butrinti, Finiq, Shkodra, Lugina e Drinos, etc., and there is another group of projects that are developed throughout the territory of the country, but mainly in Northern Albania, and we are talking about some research being done in the area of ??Shkodra in terms of the Illyrian tumulus culture, research is also continuing in the settlement of Koman, which is known to be one of the main points of that culture that connects the Arbri with today's Albanians. Of great interest are the research done in Lake Ohrid, but there are also indications for Lake Prespa. We have other research in the field, which are in the framework of large centers apart from those I mentioned, such as Elbasan and other centers in the general territory of Vlora and Tepelena. In my opinion, the year 2022 is successful and this is shown by the dynamics of the large projects that are being developed in Albania. - You have the study on the forts of Ali Pasha Tepelena, when did this project start?

 It is a new project and is being done for the first time by the Institute of Archaeology. The goal is to once again bring back the values ??that these forts have in the territory of our country, be they historical and archaeological, and make a publication, which of course gives the reader the importance of these fortifications in the Albanian territory as the last fortifications, which were established in Albania and are an important asset of tourism development.

- The publications constitute one of the main results of the research and scientific activity of the Academy of Albanological Studies. A few days ago, the Academy of Albanian Studies announced the list of publications during this year. Is the budget for these publications, which ASA will do this year, a problem?

It will not be a budget problem, all publications are planned and everything that is stated in the ASA plan and project is covered financially.

-How important are collaborations with foreigners in the expeditions that take place?

We do the collaborations, because it is a very important way to collaborate with universities of the European Union. They are a guarantee, which belongs both to the technology and to the high level of scientific research that Europe has today. The other side is that ASA has sufficient funding to do independent research as far as the Institute of Archeology is concerned, as well as other institutions that ASA has under it. Secondly, in the Ministry of Education there is the National Agency for Scientific Research, which finances and everyone is free to make a request, where they can compete and receive funding.

 -Ju zhvilluat këtë konferencë për vitin 2022, por për këtë vit çfarë mund të na thoni mbi punën në fushën e arkeologjisë?

Gërmimi arkeologjik është ai që e tregon rezultatin e pritshëm ose jo në sit arkeologjik. Ne shpresojmë që të kemi rezultate sa më të mira edhe në vitin 2023. Gjithsesi kjo i ngelet kërkimeve shkencore, sepse nëntoka është ajo që i mban këto materiale dhe kulturë.

-Çfarë po ndodh me projektin për Muzeun Arkeologjik të Tiranës?

Për muzeun ne po bëjmë një projekt me një zyrë projektimi. Jemi në momentet e projektit, që fillon më pas në restaurimin e muzeut.

-Sa ka qenë problem buxheti për ASA-n?       

Për buxhetin gjithmonë kërkesa është e tillë, që gjatë këtyre viteve ne kemi rregulluar disa probleme që vinin nga e kaluara, për sa i takon botimeve, honorarëve, dietave, lëvizjet jashtë shtetit, marrja pjesë në konferenca ndërkombëtare, realizimin e shumë konferenca kombëtare e ndërkombëtare, etj.

-Instituti i Arkeologjisë, a është i plotësuar me studiues?

 Jo vetëm Instituti i Arkeologjisë, por të gjithë institutet në ASA kanë nevojë për studiues, sepse ka shumë çështje të cilat mbulohen në mënyrë të sforcuar të periudhave të studimit. Por mbi të gjitha ka disa pozicione, që ne kemi nevojë për sa i takon studiuesve siç janë gjuhët e vdekura, të cilat kanë nevojë që të bëhet kërkimi në arkivat përkatëse, qofshin këto arkivat e Turqisë, Greqisë, etj. Ne kemi bërë kërkesat tona dhe presim që të kemi një hapësirë, sepse këto rregullohen nëpërmjet ligjit të arsimit të lartë dhe bordeve administrative të institucioneve të arsimit të lartë.

-Jeni në krye të ASA-s, por herë pas here bëhen me dije marrëveshjet e bashkëpunimit që ju nënshkruani në punën tuaj me institucione të ndryshme. Sa shërben kjo në ASA?

ASA ka një mori marrëveshjesh me institucionet analoge, me gjithë universitet shqiptare, me një pjesë të mirë të universiteteve perëndimore. Ka bashkëpunime me qendrat arkeologjike, si dhe me institucionet e tjera që ndikojnë në mënyrë të drejtpërdrejtë ose tërthorazi në kërkimin e fushës së albanologjisë. Mendoj që gjithë këto bashkëpunime janë të rëndësishme, së pari sa i takon shkëmbimit të eksperiencës, përvojës dhe të organizimeve të përbashkëta. Gjatë këtyre viteve Akademia e Studimeve Albanologjike (ASA) bën mbi 50 konferenca shkencore brenda dhe jashtë dhe gjithë studiuesit e saj kanë jo më pak se 3 pjesëmarrje individuale në konferencat ndërkombëtare.

-Ju jeni rektor i ASA-s, folët për punën e bërë në fushën e arkeologjisë vitin e shkuar, që sipas jush ishte me arritje. Sot çfarë ju shqetëson nëse flasim mbi problemet e kësaj fushe?

Gjithmonë ka vend për t’u përmirësuar dhe për të rregulluar punën e kërkimit shkencor, sepse ne jemi një vend, që reflektojmë pak a shumë nivelin tonë qoftë financiar të shtetit shqiptar qoftë dhe politik. Disa çështje që arkeologët kanë problematikë siç përmenda më lart janë stafet. Rritja e stafeve të arkeologëve, të studiuesve për fusha të veçanta të studimit, si dhe një përshtatje që duhet t’i bëjmë ligjit të trashëgimisë kulturore. Një pjesë e buxhetit, që grumbullohet nga qendrat turistike shqiptare që janë kontribut i Institutit të Arkeologjisë t’i rikthehet IA-së me qëllim që të përdoret për kërkimin shkencor dhe kthimin e qendrave të tjera arkeologjike në qendra turistike, gjë që do një ndërhyrje nga ana e institucioneve shtetërore dhe politike. Qendrat turistike që ka Shqipëria, si Butrinti, Apolonia, Lezha, etj, ky sistem sot grumbullon para falë zhvillimit turistik, por dhe falë punës së arkeologëve që është bërë atje me dekada. Unë po e bëj si thirrje publike në gazetë. Politika duhet të tregohet sensibël për sa i takon riaftësimit të institucioneve në mënyrë që ata të ecin, siç ecin institucionet e tjera në gjithë Europën dhe kjo bëhet me angazhimin financiar.
