Andi Tepelena: The government's draft decision to close the Academy of Albanological Studies is unacceptable

Written by Julia Vrapi 31 Maj 2023

The draft decision leading to the closure of the Academy of Albanian Studies (ASA), within which the Institute of Cultural Anthropology and Art Studies, the Institute of Archeology, the Institute of History, the Institute of Linguistics and Literature and the Center of the Albanian Encyclopedia operate, is being opposed by researchers, activists, etc. Andi Tepelena, an activist for cultural heritage, joins the reactions, saying that the government's draft decision that leads to the closure of the Academy of Albanian Studies and the transfer of the assets of this institution to the Academy of Sciences is unacceptable. According to Tepelena, the Academy of Sciences cannot take the institutes. "I am against the government's draft decision, which leads to the closure of the Academy of Albanian Studies. In my opinion, in principle, the centralization of research institutions, educational, etc., leads to a communist mentality when the institutes must always be put under the control of an iron hand, a single hand", says Andi Tepelena in his reaction. Tepelena, an activist for cultural heritage, says that what is happening with the Academy of Albanian Studies in our country is disturbing. He says that the reaction of the ASA researchers, who are opposing this draft decision, which was announced a few days ago, is correct. "Where is the problem of the Academy of Sciences? Why does he want the institutes to take them under his wing? Each institute is specialized in its own research field and each of them does its own work. In principle, this situation worries me a lot, because it is the institute that deals with national identity. From here I say the great fortune that has been built for so many years.
ASA to maintain its independence
According to the activist Andi Tepelena, the Academy of Albanological Studies must maintain its independence. According to him, if ASA maintains its independence, it can be strengthened as an institution. "I think that the Academy of Albanological Studies can only be strengthened as an institution by maintaining this type of independence without going through bureaucratic links, which would make it an anemic institution. The ability to absorb funds from the EU is greater, since it is an institution that has the independence of decision-making", says Tepelena, an activist for cultural heritage. The Center for Albanological Studies (today the Academy of Albanological Studies) was created within the framework of the restructuring and modernization of the Albanian university and academic system, by decision of the Council of Ministers, from the merger of four Institutes (Archaeology, Linguistics and Literature, History, Popular Culture) and two research units (Art Study, Albanian Encyclopedia) of the former Academy of Sciences of the Republic of Albania. The Senate of the Academy of Albanological Studies in a statement a few days ago stated, among other things, that the draft decision violates Law no. 80, on Higher Education and Scientific Research in Albania, as well as the Law on the Academy of Sciences itself, no. 53, 2019. "It violates the principles of academic freedom, it causes a serious anti-national act by extinguishing the Academy of Albanological Studies and with them and its constituent institutes," the statement said. QSA (today ASA) was reorganized as a research-scientific institution on March 10, 2008 and has the status of an inter-university center.
