According to the UK Ministry of Defense, the fact that Russia has managed to impose a pro-Russian leadership on only one Ukrainian city - Kherson underscores the failure of the Russian occupation to make progress towards its political objectives in Ukraine.

In its latest update, the Russian-imposed military-civilian administration in Kherson has announced it will seek the region to be part of Russia through holding a referendum.

Also according to the information, if such a referendum is held, Russia will almost certainly manipulate the results to impose a clear majority in favor of leaving Ukraine.

However, the fact that Russia has managed to impose only one local pro-Russian leadership on a Ukrainian city underscores the failures of its initial plan for most of Ukraine's regions to be under long-term pro-Russian authority.
