Dismissal of ministers in favor, unanimous, approvals, fifty percent

Written by Bardhyl Bejko 18 Shtator 2023

These days in the Assembly of Albania, after the proposal of new ministers by the prime minister, five ministers were sent to the assembly for approval and three for dismissal. Through the open voting of the deputies, three ministers were dismissed. At the same time, five others were approved in the ministries, which are considered as the natural organs of the state with important powers of internal and external policies. Anyone who has followed the parliamentary session, has seen that the dismissals of the ministers were made with one hundred percent of the votes of the participants in the hall, while the approval, only with the votes of the majority. No one who knows the least bit about politics claims for a second that the opposition will agree with the new names that will occupy the seats in the government cabinet for whatever reason they have been appointed. That the changes are necessary or that a new rhythm is required to be given to the affairs of the government. The opposition, where they find the opportunity to cause a crisis with their votes, and if possible with the unification of the votes of the disaffected from the majority, and the government not to survive. Actually, this is the philosophy and practice of every opposition. To seek all avenues to defeat the government to shorten its life and to hold either new elections or in failure a government of no one to open the way for the opposition to come to power, the primary goal of any force serious political. In this conception, it would be utopia to seek the vote of the opposition to strengthen the government or to unite the votes in the formation of a more complete executive with skilled or weak technical individuals, it is enough for the rotation of ministers to happen and for some to leave and others to come for the government's work to continue. In deep contrast with the Albanian democracy, which is still latent and in its beginnings, without sufficient experience and without reasonable tolerance, the battle for the government takes place fiercely here and is very playful in states that have been living in democracy for many years. In countries with developed democracies, just like election campaigns, they are festivals of democracy, and the majority and the opposition find the word to make big compromises when necessary. Thus, it is observed that after the battles through the debates in the US Senate and Congress, in the end the Democrats, the Republicans find the language and make decisions in the interest of the nation and the state to move forward and not to put stones under the wheels of the huge machinery of the state . This is how it is done with the approval of budgets without which the state stagnates and the entire government structure and the state itself stops because without budget funding there is no possibility to develop the economy and the very existence of the state. Republicans may not like Biden's politics, but in the end he never takes the battle to the extreme. They vote and budgets are approved just as they pool votes on issues of national character and American interest. Unification of votes and not using them as a whip for revenge to the extreme also exists in other countries with advanced democracies where there is no lack of consensus and agreements, which are principled and never for the sake or as a gentleman's relationship, according to the principle, give me I give you, you fill me this and I that as if we were in the market of the living thing, but unfortunately for us this is the way of doing politics. It is impossible for an opposition deputy to violate the party's order and step out of line to support a change or approval in the executive of a minister or his equivalent that needs the vote of the deputies. By this we do not mean to say that the opposition must say "yes sir" for everything, since its role is permanent and in-depth control of the government's affairs. If an opposition deputy has a different judgment about a minister when he leaves and when he is approved to be a member of the government, he keeps his eyes on the political leader. If he votes against the order and orientation, he is seen after that as a worthless slob and further as a traitorous deputy who has stepped out of line and given oxygen to the government and is the prime minister's man, as is the case everywhere with us who all are treated as government people in that they are not in unconditional support of the opposition leader. Politics without genuine agreements and compromises in the interest of the general cannot have democracy. In the end, the majority and the opposition in the assembly are part of the same society, not only as individuals, but also as voted because today they are the opposition and tomorrow they are the majority if the people trust them with a vote. Behaving with extremism and block votes according to the instructions of the party speaks of adolescent behavior in politics and deep misunderstanding of parliamentary democracy. At the same time, due to lack of political maturity. The battle for votes against and for in the parliament hall only deepens the divergences and drives the parties apart. Not only when ministers or heads of important institutions are approved or dismissed, but also for the approval of laws, investments and everything else that is required for the development of the Albanian economy and society. The contrast of the vote for and against is much more pronounced whenever the proposals for ministers or high functionaries who must receive votes in the parliament go to the Assembly of Albania. No one is asking for compromises on every vote. Not even for unification. Even less fusion of the opposition with the majority, this would be utopia and an impossible step. At the same time, the hatred expressed in the assembly hall is intolerable, where the representatives of the Albanians are sitting with their vote, since when it comes to the dismissal of the ministers, as commanded by the opposition with its eyes on Berisha, it joins the votes with the majority and is unanimous in the voting. When it comes to approving new ministers then the anger and hatred is total. In favor of the dismissal as if they had lost their patience, one hundred percent of the votes are in favor. This does not exclude the voting position of the majority deputies who are not said to be so solid. Each of them has its own dignity. It is chosen. He has his feelings about each of those who are dismissed or approved. And it is not a big mistake to vote against the current. But to do this requires not only courage, but also good will. Although against everyone, the vote against Erjon Brace for the dismissal of the former Foreign Minister, Olta Xhaçka's attitude is not just principled and independent, but also dignified, a different attitude. We believe that Braça's eyes were not on Rama in this decision-making. No one can blame Braça for this vote otherwise. On the contrary, it is behavior with integrity. If the majority is still able to find someone to vote differently, it has not happened in the opposition so far in these ten years. It is not known how many years will pass until we don't have 140 numbers in the assembly hall. If we have some powerful personalities to be our voice with dignity and personality. Deputies who put the nation and Albania above the parties in the first place. Until then, let's wait and finally say: It's enough to have functional democracy like in advanced countries!
