Journalist Andi Tela was invited to the show "Te Paespozuarit", where SPAK's suspicions that the former Minister of Health, Ilir Beqaj, has misused his office were discussed. 

Tela showed how Beqaj ignored a letter from Ogerta Manastirli, at that time head of QSUT, which described equipment that was ready and only needed staff to use it. Beqaj has not returned any answer to this, but has continued with the concession procedures. 

"At the moment when the Albanian government decided to take action for the sterilization of surgical tools, in this initiative, from the University Hospital Center, from the director of the center, Ogerta Manastirliu, a letter goes to Minister Beqaj, accompanied by a preventive measure, and tells him that in the building which has become an emergency room now, there is a set of equipment, unopened, unused and has been here since 2011. They have not been put to work because there are no specialists who deal with this work. She was doing the math, entering 32 employees, to deal with this, the equipment that doctors use, sterilized and put back to work. It takes so much money to do this.

So the plan was to centralize the operations in one place, so the procedure would be simpler. Loans were requested from the EBRD for the construction of the operating room, these were left. After making this connection, he waits for the minister to reply.

In SPAK's investigations afterwards, it was observed that this request was not answered. On those days when he was supposed to receive an answer, Beqaj ordered his subordinates to continue with the concession procedure. So, not to spoil their previous plan.

After the competition was opened and the companies were called, with feasibility, i.e. almost from the company that would take it, i.e. Ilir Rrapaj. Beqaj knew these jobs and accounts, but over time the figures gave way. Moreover, those devices were received by Sani Service, free of charge. So they didn't spend any money on their big investment, which included building the place where the sterilization would be done, getting the equipment. They took them and used them themselves, at no cost.

In SPAK's file, this is the largest investment received by the state and used. They also used the water and energy of the hospitals for their sterilization process. So, a large part of the preliminary investment was ready.

One more thing, when people hear the sterilization process, they think that the stock of surgical equipment comes ready and the doctor uses it and throws it in the trash. This process does not happen. From the entire set of equipment, they are taken, sterilized and returned again," said Tela.
