The KLSH report is clarified, this is how KESH escalated the energy crisis, mismanaged the cascade over the Dri, losses in the network and lack of investments

The mismanagement of the Drin cascade by KESH has worsened the energy crisis, resulting in an increase in the demand for electricity imports, at a time when electricity prices on the stock exchange were much higher. This is the conclusion of a report of the High State Control on the performance of state companies in the administration of the water reserve in the Drin river cascade, the production and distribution of electricity for the year 2021-2022. According to KLSH, due to the abusive actions of KESH, the import of electricity for the first 6 months of 2022 increased by 156% compared to 2021, increasing the cost in the state budget, respectively for Albanian taxpayers. The crisis, which according to KLSH was also stimulated by KESH, forced the government to inject 165 million euros and 20 billion ALL. to avoid energy collapse, writes "Shqiptarja.com". During the period from January 2021 to June 2022, about 650 million euros were spent on energy purchases. Specifically, according to the report, the drop in the level of the lake in October 2021 was the result of non-compliance with the conditions of use and administration of the Drin cascade by KESH, to maintain production quotas and the minimum level allowed. In the dry period, in conditions of lack of flows; KESH increased the level of utilization of HPPs in the period June-August 2021, producing almost 30% of the contracted demand with the supplier that ensures the right to supply electricity to household consumers and small non-household consumers. Another element that, according to KLSH, has escalated the energy crisis, is the high level of losses in the distribution of electricity, 21%14 for 2021 and 20% in 2022. "The high level of losses is a consequence of insufficient investments in the infrastructure of the distribution system and the non-implementation of the smart metering system ", says the report. KLSH has verified the commercial sales/purchase operations carried out by KESH for the year 2021. The sale price of energy is higher than the purchase price. However, KESH has purchased higher quantities and in this way has created a negative effect of 6.8 million euros. To mitigate the crisis, KLSH emphasizes that KESH's main challenge remains the Vlora TPP, with an installed capacity of 98 M?, but which is not working.
