Government work, although it continues to be a favorite and interesting opportunity, does not seem to have had the same luster as it did last year. In 2023, 14,584 applications were submitted for 1,082 vacant positions in the administration, which were announced for filling by the Department of Public Administration. This coincides with an average of 13.5 applications per job vacancy, which again remains a high level of interest, but down from 2022, when it was 17.9 applications per job, a 24% drop.

Even in 2021, this average was higher with 15 applications for an advertised vacancy. And the record is the year of the COVID-19 pandemic. During 2020, the average number of applications received for a job vacancy was 24.

"A high number of applicants for a position indicates to some extent the likeability of the civil service and the confidence of applicants in fair and merit-based competition procedures. On the other hand, it can also be an indicator of minimum acceptance criteria or very general criteria for some cases. Another reason could be the application of candidates, without paying attention to the criteria, making several applications simultaneously.

There are several reasons that may lead to a significant value of this indicator and analysis of the data, combined with other indicators, would be valuable. For example: combined with the percentage of pre-selected applicants, i.e. those who meet the announced criteria, this indicator can help the administration to understand how certain policies or initiatives can affect the values ??of this indicator", explains DAP in the annual report of 2023.

The same also provides some details on the average number of applications by type of procedure. Thus, the procedure of admission to the civil service in the executive category - 14.3, the procedure of parallel movement - 1.7, the procedure of promotion - 3, the procedure of admission from outside the civil service to the low and middle management category - 23.9. The report underlines that out of 14,584 applications in total, 43% of them qualified for the continuation of the procedures, after meeting the criteria for the announced positions.

The average number of qualified applicants per job position was 5.9. Also, it turns out that the average number of applications per applicant during 2023 was 4.7. Other INSTAT data show that salaries in the state marked a significant increase in 2023, at higher rates than in the private sector, as a result of the government's policy to equalize them with the region. At the end of 2023, the average monthly salary in the state sector was almost 88 thousand ALL, from 74.4 thousand ALL at the end of 2022, with an increase of 13.4 thousand ALL, or 18%. While in the private sector, the average monthly salary at the end of 2023 was 69.5 thousand ALL, from 62.2 thousand ALL in 2022, with an increase of 7.2 thousand ALL, or 11.5%. /Monitor
