The economic expert, Fatos Çoçoli, has commented on the economic and social situation in the country. There are more than 15 thousand citizens who retire every year. But what is the practice that is followed and the documents that must be submitted by these newly retired citizens? Meanwhile, pension applications have been made online for two years. For those who may find it difficult to access services that ISSH offers online. But is assistance offered and do they have the opportunity to go to the social security offices and receive the service there? On the other hand, the month of October seems to have been left again for the indexation of pensions. For these and other questions that concern the elderly, "SOT" newspaper spoke with the expert Çoçoli, who clarified the details and made some predictions. During an interview for "SOT" newspaper, Mr. Çoçoli, among other things, emphasizes that pensioners will receive less ALL than last year.

-Mr. Çoçoli, there are more than 15,000 citizens who retire every year, what is the practice that is followed and the documents that must be submitted by these newly retired citizens?

The practice is more or less consolidated in what they have to present in what is called the work book, i.e. the document that proves that during the period when the citizen worked and had a work contract in x state or private enterprise and the work book has the documented years, and the holder stamps and signs them, when the citizen has reached retirement age. This is the first document that a citizen who has reached retirement age submits to Social Security. In cases where he worked but did not fill out this booklet, he must go to x company where he worked and get the certificate in case they will no longer give him the booklet for the pages he did not fill out. All of these are calculated for the effect of social security and health insurance contributions. And two is a document that must be completed and then ISSH calculates the number of years for retirement. Unfortunately, the majority of citizens cannot complete their full years of work for one reason or another and as such cannot receive a full pension. These are all the necessary documents that the citizen should have and the file should be as complete as possible when submitted to the ISS. In case there is a lack of documentation and the full years of work are not reflected, then there will be a partial and incomplete pension, since these years are not included in the ISSH. 

-For two years, pension applications have been made online, for those who may find it difficult to access services that ISSH offers online. But is assistance offered and do they have the opportunity to go to the social security offices and receive the service there?

All citizens who have reached the retirement age and want to apply physically, have the opportunity to do it at the ISSH offices, where they have not forgotten the e-Albania password or do not have a phone to access the Internet. Citizens are offered the necessary assistance at every point of the ISS. There are numerous cases in practice that either through knowledge or in the absence of a mobile phone, in all ISSH offices, there has never been a case of not being offered help by the employees.

- At the moment when citizens do not agree with the amount of benefit assigned to them by ISSH, do they have the opportunity to request a recalculation?

There are many such cases, and perhaps hundreds in the best case, when the citizen is dissatisfied with the calculation he received based on the documents he submitted. ISSH usually follows two approaches, when receiving a complaint, where it explains that this complaint is well-founded and when it sees that there is really room for correction. In most cases, it returns an answer to say that your claim for the benefit of a pension y is not founded, when another value x appears in the ISSH. In this case, the judicial process is followed for the citizen who has a complaint, but there are cases where the case is resolved. However, there are many cases when the ISSH does not change the value of the pension allocation for x citizen and after the lawsuit and the delegation of the case to the second judicial instance. In most of the cases that I know, the court passes the case in favor of ISSH and why the citizen apparently has the right, but in the absence of complete documentation, the citizen has not been able to receive the full pension. But even in the absence of complete documentation, as in the case of employees who worked in agricultural cooperatives in previous years, they have the opportunity to prove it through evidence of the fact by taking witnesses in court who worked together.

-According to the probability, October has been left again for indexation of pensions. Do you think the growth will be higher than last year?

I think that due to the fact that special inflation, which measures the costs of basket goods, mainly food but also those of primary care and health. It is slightly lower during this period when it will be indexed than the same period January-September, in the base quarter of last year. This also applies to the annual basis. I think that the indexation measure will be a little lower, but it is obviously higher than the annual inflation. The included inflation of all goods included, where it is clearly at the lowest points, below the maximum figure where the Central Bank has what it takes to have controlled inflation, within the bank's target of 2-4%. The annual inflation now floats in the figures of 2-2.8%, while in this period for 12 months, from October 2023-September 2024, it is the period that I will determine the indexation measure of this year that is lower than the 12 months of the year of passed. So I judge that the measure will always be much higher than the inflation that will be declared for all goods and services in the market, but lower than what was indexed in October 2023.
