From the formalization of the driving school sector, to the elimination of fictitiousness and abuse of driving license courses, to the fiscalization and control mechanisms, the director of DPSHTRR Blendi Gonxhja speaks after the debate on the increase in the price of licenses

The General Director of Road Transport Services, Blendi Gonxhja, has reacted to the news that the price of the license for citizens, for category B, has doubled. During an interview for "SOT" newspaper, Mr. Gonxhja considers this a "bombastic and wrong news", as according to him, the process puts an end to fictitiousness and tax evasion in the Driving School.

- Mr. Gonxja, will there be an increase in the price that citizens have to pay for the driving school course?

There is indeed a debate here, but the debate is not whether there will be a price increase, or why there is a price increase, here there is no increase in the sense of the need for the official compulsory theory-practice training program in driving schools, which is possible only if the minimum fiscal and technical costs that this program brings, i.e. logistics, instructors, social security, taxes, municipality, VAT, vehicle, etc., would be met. All these together have a cost and we are analyzing them based on the current program which has not changed since the road code and VKM are the same, what changes is the institutional responsibility of the driving schools themselves, which are degraded by the unfair competition that they take candidates and register them by giving alms to driving schools.

- Does that mean that now citizens, if they want to get a license, have to pay 850,000 ALL?

This does not mean that they will pay more, this means that they will pay exactly, if they previously paid less, they paid because they did not do the program. This is a problem that was raised by our directorate and we have seen that without being educated at a driving school you cannot be educated with a test of only 30 minutes in the hall.

- Why was this decision made now?

In 2022, after a lot of work and analysis for the change in the road code that was made in 2021 and then they came to VKM 153 and this was approved at the beginning of 2022, in the summer of 2022 the new instruction for permits driving, where the guidance provides that the regulation of this market will help in the event that we will have the placement of licenses based on population, based on distances so that this market functions fully and implementing the full driver's license program , not to operate in unfair competition.

- Did you ask for this increase as the director, because you are also accused of cartel agreements?

Nuk ka rritje ka bërje të kursit tamam, më parë ka pasur një çmim i ulët nuk ka bërë kurs prandaj ka pasur atë çmim. Ka vetëm formalizim të këtij procesi dhe të gjitha autoshkollat duhet që të vijnë në një pozitë që të jenë të barabarta, sepse ato që operojnë  nën kosto prishin tregun.

-Keni ju një raport që tregon se ata që kanë marr patentën deri tani kanë rritur numrin e aksidenteve sepse nuk kanë marr njohurit e duhura në kurs?

Ne jemi në një situatë që ka aksidente ku janë aksidentuar edhe këmbësorët në rrugë, këtu bëhet fjalë për të mbrojtur jetën e qytetarëve dhe të rritet siguria rrugore. Po bëhet një kurs formal dhe jo fiktiv. Nëse ka autoshkolla që e kanë tarifën të ulët normalisht që të gjithë do shkojnë aty ku është më lirë, por pyetja është pse e ulin çmimin nën kosto, cfarë ka bërë ai ka paguar lekë nga xhepi vetë, jo ai ka ulur nga orët e programit dhe po ashtu nga praktika në rrugë, ai nuk ka paguar instruktorin dhe nuk ka paguar as taksat lokale dhe as sigurimet shoqërore. Por nga tani e tutje do bëhet programi i plotë, do paguhen instruktorët.

-Ju keni deklaruar se kjo marrëveshje synon të eliminojë edhe sekserët, i referoheni në këtë rast inspektorëve që marrin  ryshfet për të miratuar dhënien e patentave?

Jo i referohem një lloj tjetër sekseri që mund të jenë edhe brenda  institucioneve. Ka pasur edhe vula që janë dhënë pa qenë fare në autoshkollë. Ne kemi kaq kohë që flasim dhe sot jemi në kushte shumë më të mira të infrastrukturës edhe sistemeve dhe e kemi kthyer qytetari tek besimi që nëse mëson mund ta marr. Dhe kur një person që do bëjë tani kursin do mësoj në atë programin e plotë që do bëjë dhe nuk ka pse kërkon një sekser për ta paguar se nuk e merr dot patentën në fund. Sot mjetet që përdoren në autoshkolla janë më të vjetra se vetë ai që po shkon të bëjë kursin. 

-Po inspektorët që japin lejet e drejtimit, si përzgjidhen ose monitorohen ata nëse janë duke e bërë punën e tyre konform ligjit?

Ka një proces i cili përcaktohet që në kodin rrugor ka udhëzim për leje drejtimin, mosha e tyre dhe kapacitet e tyre janë të ndaluar që të punojnë në moshë të caktuar, jo vetëm këta por edhe ata të koalidimit janë të kualifikuar. Por nuk mund të them se nuk ka problematika.

-Do ketë penalitete për ata që nuk e zbatojnë ligjin?

Kanë të gjitha të parashikuara, ka penalitete. Ata kanë kritere mbi konfliktin e interesit, ata kanë kritere mbi vendosjen e vendbanimit që të mos kenë miqësi me zonat ku ata punojnë. Ata janë kategori profesioniste, por nuk kemi denoncime, ne nuk vëmë dot polic aty, por ata që duhet të denoncojnë duhet që të denoncojnë. Kemi nevojë për qytetarin e përgjegjshëm që denoncon dhe që nuk e merr atë patentën fiktive.

-Sa patenta lëshohen çdo vit, përshembull për kategorinë B?
