Social protection, the 2024-2030 strategy is published, the groups that will benefit from support

A new strategy on social protection aims to improve the support of vulnerable groups of society by guaranteeing more extended services and fairer distribution. The Ministry of Health and Social Protection issued for consultation the document that foresees the policies in the 2024-2030 timeframe, focusing on families in the economic assistance scheme, the elderly or children. The document presents how the economic aid scheme has changed according to scoring and the spaces that exist to improve evaluations through the mechanization of appeals, as well as the efficiency of concrete aid from central government funds combined with local units.
The strategy refers as its vision: "Social protection in an enabling and empowering environment for every individual in need, guaranteeing a dignified life throughout the life cycle".
Dividing this into policies, the document envisages policy A: Alleviating poverty for every individual in need and improving the lives of people with disabilities through appropriate, gender-responsive, transparent financial schemes for empowerment and integration, capable of coping with risks of crises.
At least three specific strategic objectives are outlined in this policy.
Specific/strategic objective A1: To improve the performance, adaptability and crisis response of financial schemes for individuals (men, women, boys and girls) in the economic assistance scheme.
Specific/strategic objective A2: Consolidation of bio-psychosocial assessment and a sustainable and well-targeted system for Persons with Disabilities.
Specific/strategic objective A3: Improve targeting of children, girls and boys through gender-sensitive financial schemes and a child-focused social protection program.
To realize these, the document foresees several measures, including the improvement of the economic aid scheme and its transparency. Improving the social and economic reintegration of those who are part of this scheme as well as increasing the ability of the scheme to respond to emergency cases. In this context, the strategy brings to attention emergencies such as the 2019 earthquake or the COVID-19 pandemic.
Another policy designated as B foresees: : Expansion of integrated, accessible, qualitative and gender-responsive social services, as well as the advancement of deinstitutionalization, in partnership with the local government and other actors.
Specific/strategic objective B.1: Consolidation of the decentralization process of social care services for sustainable and gender responsive financing, geographic coverage, accessibility and responding to crises and emergencies.
Specific/strategic objective B.2: Implementation of standards and strengthening of human capacities of social care service personnel for effective and gender responsive services.
Specific/strategic objective B.3: Deinstitutionalization of residential care services and development of family, community and daily services respecting the principle of rights and gender lenses.
These objectives envisage measures such as the improvement, planning and model of gender responsive financing of social care services at the local level as well as effective response to crises and emergencies. Also Improve the geographical coverage, diversification and accessibility, digitization and gender sensitivity of social care services. Another element is to improve the quality of existing and new services through the implementation, monitoring and inspection of gender-responsive standards. The strategy foresees the advancement of the process of deinstitutionalization of the residential system for children as well as the expansion of the network of social care services for persons with disabilities living in residential institutions, or at risk of institutionalization
