This is how much pensions will increase in April, 717,000 elderly people will benefit, details of the fund are revealed, how the rule for indexation is expected to change and the big change that the majority is preparing

This is how much pensions will increase in April, 717,000 elderly people will

Financial support for retirees will continue throughout 2024. For this year, the increase is expected to be distributed starting from April. Prime Minister Rama himself said last year that pensioners will benefit from pension indexation, for which a fund of 250 million euros will be made available. "The budget for the new year 2024, financially supports 717,330 pensioners through the indexation and pension bonus of 250 million euros", said Rama in a post on social networks. But how much will the pensioners' monthly payments increase in concrete terms? A pensioner in Albania is paid from 8000-15000 new lek per month. The pension will be increased by 500 new lek per month. What will this pensioner do? Let's take the number of pensioners, who are not few, who receive 8000 new lek per month, and 500 new lek, 8500 new lek per month. A pensioner who has to pay electricity, water, and all the costs of food baskets, which have gone up. He has to pay for the medications. There is talk of a budget of 400 billion. Yes, 400 billion is a lot, but the distribution is unfair.

Changing the scheme

For this not good situation for pensioners, the government says it is planning to change the pension scheme. It is learned that the socialists have started an assessment process for the current pension scheme. When less than a decade has passed since the reform undertaken in 2015, the necessity of intervention is being seen, correcting some of its aspects. For Socialist Party deputy Pranvera Resulaj, this scheme can now be considered outdated, as long as it carries the same problems. From the studio of the "Box to Box" show, Resulaj also focused on the aspects that need to be reviewed, from the increase in the number of employees fighting informality to the increase in the level of insurance and the equalization of contributions for the self-employed in the countryside and the city . Asked how much the pensioners will benefit from this year, Resulaj said that it has not yet been determined, but like every other year it will be based on the rate of inflation. Regarding the vital minimum, the majority member of parliament pointed out that the fact that it is not being approved is not a matter of lack of political will but of financial impossibility.

IMF alert

The deficit of the pension scheme or the payments that the budget makes to cover the missing income from contributions have fallen to the lowest historical level at 0.8% of GDP according to the figures of the Ministry of Finance. Specifically, the deficit has decreased from ALL 27.6 billion in 2015 to ALL 17 billion in 2023. For experts, despite the fact that the indicator is positive, it still does not guarantee an increase in pensions. "At the moment we are talking about the scheme, even though there may be an improvement in the collection of income, it is far from the long-term objectives, which are the increase of pensions above the level of the vital minimum and, on the other hand, the strengthening of low pensions", said Eduart Gjokutaj. The IMF in the last review of the financial situation of the pension scheme raised the alarm that it is endangered by the aging of the population, since in 2070 almost 80% of the workforce is expected to be over 65 years old. The experts say that the state should not bear the entire burden of risk in pensions, but share it with the citizens "Currently the average age is 38.8 years old and it is worrying that at the moment we are talking and on the other hand the departure of the young population raises big questions for the stability and financial security of the scheme because they are the ones who must supply this scheme with contributions, so that pensions are paid in the future. The scheme must also generate income and here comes into play how much will be the share of how the state will be invested to guarantee the transition between the sharing of the risks of the public and private scheme, so that in the future pensions are not based solely on on a pole", said expert Eduard Gjokutaj. The Ministry of Finance and the World Bank are currently preparing another major pension reform after that of 2015, which is expected to eliminate the large differences between rural and urban pensions, as well as ensure an inherent increase in them.
