Applications for soft loans for home purchase are open, here are the beneficiaries

The Ministry of Finance announced that they have started applications for public administration employees who benefit from the soft loan program for the purchase of an apartment. The Ministry of Finance and Economy announces that the application system for this program has already been finalized and this service is available from today on the e-Albania portal, at the following link: https://e-albania.al/ealbaniaservices/useservice . aspx?service_code=15809

The number of beneficiaries for 2023 will be 300 in total, approved by decision of the Council of Ministers for three categories, specifically:

100 for health system doctors;

100 for State Police employees;

100 for the servicemen of the Armed Forces.

The social housing program for soft loans for the purchase of housing for administration employees was made possible thanks to the changes in law no. 22/2018 "On social housing" which were approved by the Assembly of Albania in June 2023.

These loans will be availed with 0% interest for the above categories. In implementation of these legal changes, the Council of Ministers has adopted two decisions, specifically:

Decision no. 468, dated 26.7.2023, "On the treatment of employees in the public administration with an easy loan for the purchase of an apartment", which provides for the procedure, criteria, or documentation that must be completed, to apply for the easy loan program for purchase of housing for public administration employees;

Decision no. 469, dated 26.7.2023, "On the approval of the general quotas of new loans for the priority categories of beneficiary employees in the public administration".

In a press release, E-Albania said that this year's innovation is the online application with only one document, on the e-Albania portal, which allows interested citizens a quick and easy application, with a procedure that ends in a few minutes.

After the applicants make sure that they are part of the beneficiary group and are identified in the CITIZEN category in the e-Albania portal, they must choose among 1231 electronic services, the one entitled "Application for the treatment of employees in the public administration with an easy loan for the purchase of an apartment " https://e-albania.al/eAlbaniaServices/UseService.aspx?service_code=15809

Unlike previous years, when it was necessary to collect documents and deposit them physically, with e-Albania today the procedure has been significantly simplified, since everything is done online following the appropriate steps, clearly described in the electronic service.

Before starting the application, interested citizens must complete the electronic form and upload only one document, depending on the case.

So, an applicant who owns a property himself, or members of his family, including the cohabiting person, must upload ONLY the copy of the ownership certificate for the apartment, along with its revaluation. (If you don't have the document yet, you can get it by using the "Application for issuance of property certificate" service.)

However, if this is not the case and the applicant and his family do not own any property, ONLY the negative certification from the State Cadastre Agency should be uploaded to the electronic form. To withdraw this document electronically, e-Albania comes to your aid again with the "Application for issuance of certificates (negative/positive for the entire territory)" service.

Notarial agreement for the cohabitant (if there are cohabitants)

By interacting with the electronic vehicle registers, it is possible to display in the form the vehicle or vehicles that the applicants or family members have in their possession, another necessary data in the quotation and the final ranking of the winners.

The answer to the approval or rejection of the application will arrive to the applicant in the section "My messages" in his profile on the e-Albania portal. In case of approval, the applicant is notified electronically regarding the instructions for following other procedures.

Quotas of 300 beneficiaries of the facilitated loan for housing will be divided equally between medical, police and military workers, as a support scheme for all those personnel in need of necessary and safe housing./Monitor
