The economic expert, Fatos Çoçoli, calls on ISSH to establish a special group for the identification of persons who encounter the problem of finding the contributions of the years of work during the agricultural cooperatives. Çoçoli recommends that active documents can be found at the former Executive Committees of the respective districts, since the double registration of the workforce was also done there. On the other hand, the professor calls on the government to raise a fund, however modest, so that the citizens can afford the court hearings for the recognition of those years of work. During an interview for the "SOT" newspaper, Çoçoli also gave details about the good news for pensioners with double contributions, inside and outside the country. He declares that the government is working on the unification of pensions after signing the agreement and ratifying it in the Parliament, where work days or weeks after the ratification by the Italian Senate.

-Mr. Çoçoli, a few days ago ISSH brought out as a problem the employees of former agricultural cooperatives and former farms in the vast majority of cases they cannot find the years of work, due to the disappearance of documents. Also as a bottleneck is the notation of names with abbreviations. How do you see this situation?

A special group should be set up, ISSH has skilled specialists in order to carry out an identification as far as possible since it is true that so many records of the years of work in the former cooperatives have been lost of the country. It is very difficult as one can probably find practices or non-direct archival documents contained in the former Executive Committees of the respective districts that so to speak did a double registration of the workforce in our agricultural cooperatives in order to produce a register, to be completed. Of course, it will still be very deficient, but we really need to work in this direction. I am convinced that there are still skilled specialists, but also with a knowledge of the pre-democratic period when the structures of the centralized economy functioned.

- Is there any scheme so that pensioners do not turn to the courts to find a solution?

I am afraid that in addition to the ordeal of wasting time as we know that the judicial system at the moment, especially after the results of the vetting, is very difficult to provide solutions to citizens' requests in real time. But when you don't have a database where the judge himself can judge, it is very difficult to reach a decision of the Court in favor of all those citizens who rightly consider that they have completed years of work and the last when you see that they no longer exist in the archives as they have disappeared or been lost. As such, there is no possibility to prove, with the exception of proving the fact, to bring witnesses before the court, despite the fact that this is also due to the passage of many years, but it is a question of a working period with a difference of 4 decades and as such it is very difficult. It is almost mission impossible for judges to have enough information to make a decision. It is a path but very very difficult for the time it will require, and today the opening of trials is financially costly. In my judgment, to be a way at least through factual verifications through the statements of witnesses, friends and colleagues, it is understood not with a conflict of interest of those who seek to receive a pension in those years they have worked, seeking the legal right in years for 2-3 decades in agricultural cooperatives, the period when they existed and functioned. It would be good for the government to take out a modest fund to cover court expenses because if it is not possible from a special group that can be set up with some special specialists that it still has in its bosom or have been retired and can be reactivated by the ISSH, even a small recovery of the lost data can be done. In my opinion, through the archives of the former Executive Communities of the districts, something can be recovered. Whereas, I only look at the judicial way in case the government will think about it, since it is a legal right of these tens of thousands of people, if not more, when the papers and pension documents are ready, the working time in these cooperatives was not considered . Therefore, the government should issue a fund, however modest, but it can be valid at the moment of proving the fact since 1970-1980, when these cooperatives were in operation. Through proving the fact with evidence, prove before the ISSI jury that they worked in x agricultural cooperative.

-Meanwhile, the government has thought of a new scheme for pensioners inside and outside Albania, as well as urban and rural ones. It is learned that priority in the pension increase will be given to pensioners who live in our country alongside pensioners who are resident outside Albania with a previous year's indexation differentiation made by the government. How do you see this government initiative?

It is in the wake of what we more or less said about solving a very acute problem of undocumented years due to lack of documentation of proper archives, of work in agricultural cooperatives. It is the duty of the government that is implementing it to cover with pension contributions as long as these citizens have worked for 10-15 years in our country and then left with the status of immigrants working in Greece or Italy or other countries. Therefore, it is more normal to merge pensions. I know that this thing is really being looked at concretely by the government after the signing of the agreement and ratification in the Parliament, which I believe is a matter of days or weeks for it to be ratified by the Italian Senate as well.
