In 2017, the Municipality of Tirana created the community fund that aims to promote effective cooperation among citizens for the improvement of the infrastructure of residential blocks and the preservation of jointly owned premises. The success of this initiative and the increase in the number of applications year after year, has led the Municipality of Tirana to review the procedures, bringing more convenience to the citizens and increasing the opportunities for them to benefit from the reconstruction of the buildings. The last decision of the Municipal Council brings as an innovation the change of the limit fund by increasing the value of financing, taking into account that a significant number of residential buildings are tall, therefore the types of projects for thermal insulation of facades are more expensive. Also, their modification/repair has been added to the projects for the installation of elevators, bearing in mind that in many buildings the elevators need repairs and important modifications that are expensive and their use poses a risk to the lives of citizens, since for various reasons the elevators are not registered with the State Market Supervision Inspectorate. In the framework of the widest possible involvement of the community, the Municipality will cover the investment costs of common premises for co-owners who belong to the categories in need, which includes the categories of families composed only of pensioners, heads of families who are treated with economic assistance and members Majority according to the composition of the family are unemployed or families that only have members with disabilities. It will also be easier to obtain a work permit, bringing acceleration in the realization of projects. The innovations brought will affect the most effective and efficient distribution of the budget allocated by the Municipality of Tirana for the Community Fund Program, through which the buildings that will be reconstructed will be added, thus improving the life of the community, but even giving an added value to the property.
