Expanding the European Union with nine new states, including Ukraine, would cost existing members more than 256 billion euros, The Guardian reports .
For this reason, it is thought that the conversion of many states that currently enjoy financial benefits from the EU into contributors.
The huge cost of enlargement has been revealed as the 51 European leaders descend on Granada, Spain for a meeting of the European political community and to discuss the next steps for the nine neighbors in line to join the EU.
"All member states should pay more and receive less from the EU budget; many member states that are currently net receivers will become net contributors," said the EU Council secretariat document published by the Financial Times.
Ukraine, which is the largest of the nine countries accepted as a potential candidate, would be eligible for 186 billion euros over seven years, according to the document.
Enlargement has become one of the most pressing topics for the EU, with leaders meeting on Friday to discuss how to steer the debate to come down to key points including the budget, the number of seats in the European Parliament, the future of the common agricultural policy and whether the enlarged block can proceed by unanimous vote in certain areas.
A senior diplomat has said the budget is expected to be the most contentious issue and must be completed by 2027, when the next financial cycle begins. In this way, the EU can show that it is ready, removing any justification for postponing discussions on how quickly Ukraine, Moldova and the Western Balkan states can join.
Earlier this year, European Council President Charles Michel said the deadline should be 2030, but diplomatic sources said such a deadline was "random" and meaningless. A 2027 target, they said, would focus the minds of EU leaders on the next two years and provide a framework for real rather than conceptual discussion.
