The International Criminal Court (ICC) has issued arrest warrants for President Vladimir Putin and Russia's presidential commissioner for children's rights, Maria Alekseyevna Lvova-Belova. In a statement, the ICC said there are strong grounds to believe that the Russian leader is criminally responsible for the war crime of illegal expulsion of the population (children) and that of the illegal transfer of the population (children). Moscow reacted very quickly to the publication of the news. Vladimir Putin's spokesman Dmitry Peskov claimed that Moscow does not recognize the jurisdiction of the international criminal court in The Hague. "We don't know this court; we do not recognize his jurisdiction," said Vladimir Putin's spokesman, Dmitry Peskov. Even the spokeswoman of the Ministry of Foreign Affairs of Russia, Maria Zakharova stated that this decision is negligible from Russia and has no meaning even from a legal point of view. "The decisions of the International Criminal Court have no meaning for our country, even from a legal point of view. Russia is not a party to the Rome Statute of the International Criminal Court and has no obligations under it," she said.
Putin's plans are broken
The arrest warrant could prevent Putin from leaving Russia, according to an international criminal expert. Toby Cadman said that while there may be "fear and reluctance", other states have a responsibility to hand over Mr Putin if he enters their territory. According to him, it is difficult to find Putin in the dock, but this is the beginning of a large number of charges that will follow, for war crimes. The Guardian reports that its sources at the International Criminal Court said it is "highly unlikely" that Vladimir Putin would travel to any country that currently supports Ukraine. If he did, he risked arrest, they pointed out. The Republic of South Africa (SAA) is legally bound to execute the arrest warrant for Russian President Vladimir Putin during his planned visit to the country in August for the BRICS conference. South Africa is among 118 countries that have ratified the Rome Statute of the ICC and would therefore have a legal obligation to implement the arrest warrant. Whether Putin will attend the conference after the order is issued, given the diplomatic difficulty it would present for a country with which Moscow has a long-standing alliance, now appears to be in doubt.

Rusia ka pranuar se mban të paktën 1,400 fëmijë ukrainas, të cilët i përshkruan si jetimë, megjithëse tha se të paktën 2,000 kishin udhëtuar në Rusi të pashoqëruar. Por sipas Kievit janë rrëmbyer afro 16 mijë fëmijë.
