In North Korea, 0.13% of voters supported candidates other than the incumbents during the country's recent city council renewal elections. 0.09% instead cast a dissenting vote in last Sunday's provincial election. The news, released by North Korea's election authorities, is a rare official mention of dissent, though analysts see it as an attempt by Pyongyang to convey an image of normalcy rather than an actual political signal. Speaking of the results of Sunday's elections for deputies to regional people's congresses, North Korea's state media reported that 0.09 percent and 0.13 percent voted against the candidates selected for the provincial and city councils, respectively. A total of 27,858 workers, peasants, intellectuals and officials were elected new deputies. Among the voters who participated in the counting, 99.91% voted for the candidates for deputies in the provincial people's congresses and 99.87% voted for the candidates for deputies in the city and provincial people's congresses. North Korea's municipal and provincial councils mainly perform simple functions of formal ratification of measures passed at the central level; North Korean election authorities typically certify a voter turnout of over 99% during elections. "Portraying a more democratic society, especially compared to South Korea and the United States, aims to strengthen the legitimacy and authenticity of the regime on the world stage," explained the think tank Asia Pacific Foundation.
