VOA publishes the study: Albanians do not trust institutions

Over 40 percent of respondents claimed that the state of corruption has remained the same in the last 12 months, while over 25 percent of them stated that the situation worsened and that there is now more corruption than before.

According to the survey, more than 26 percent claimed that there was a slight improvement in the government's anti-corruption efforts this year, while only 7 percent saw a significant improvement.

Citizens claim that employment in public institutions is neither fair nor based on merit, while nepotism is considered the most used way of employment in the administration.

Half of the respondents (50.35%) affirmed that employment in security institutions is based on political connections and 40.03% think this about employment in public administration.

Employment through bribery and corruption is described by 25 percent of respondents for security institutions and another 17.53% affirm this for public administration.

If they witnessed an act of corruption, the majority of respondents (43.69%) claimed that they would not report it, because they think that it would not change the situation and the institutions would not react, while 36.71% of respondents claimed that they would report the incident to the competent authorities.

Another 18 percent said they would not report corruption because of fear of retaliation, dismissal, discrimination or arrest.

Citizens asserted that the institutions they trust the most to report corruption are the media, the police and SPAK, and they trust the Ministry of Justice, the Police Oversight Agency and NGOs the least.

Drejtori ekzekutiv i Qendrës për Studimin e Demokracisë dhe Qeverisjes, Arjan Dyrmishi, thotë se anketa zbuloi një apati të përgjithshme shoqërore dhe rënie besimi tek të gjithë institucionet, sepse e ndjejnë që prapa këtij mosbesimi qëndron korrupsioni, paaftësia dhe ineficensa.

“Përsëri edhe këtë vit korrupsioni shihet nga qytetarët si kërcënimi më i madh, gati i njëjtë me krimin e organizuar. Korrupsioni është instrument i krimit të organizuar dhe të dyja zhvillohen njëkohësisht. Aty ku ka kriminalitet të lartë, ekziston një presion në rritje që të shtohet edhe korrupsioni, sepse të dy veprojnë me para të pista. Kriminaliteti siguron përfitime të paligjshme, dhe zhvillon korrupsionin e administratës, që t’i pastrojë paratë e mbledhura nga veprimtaritë e errëta”, thotë zoti Dyrmishi.

Forcat e armatosura mbeten institucioni më i besuar i sigursë në Shqipëri, ndërsa administrate doganore shikohet si institucioni më pak i besuar.

Qytetarët pohojnë një rënie besim ndaj të gjithë institucioneve të sigurisë, që janë listuar, krahasuar me një vit më parë, por ndryshimi më i madh është shënuar tek policia e shtetit.

Po ashtu nivele të ulëta besimi nga publiku kanë edhe policia e burgjeve dhe Agjencia e Mbikëqyrjes Policore.

Besimi i qytetarëve ka shënuar rënie edhe Kuvendi dhe qeveria, krahasuar me një vit më parë.

“Kuvendi i Shqipërisë konsiderohet si institucioni më pak i besuar nga të anketuarit, ku vetëm 1 në 10 persona (10.91%) u përgjigjën se i besojnë ose besojnë plotësisht këtij institucioni, ndërsa 2 në 3 persona (66.11%) u përgjigjën se ka pak ose aspak besim tek ky institucion. 18.49% e të anketuarve i besojnë ose besojnë plotësisht qeverisë, ndërsa 60.59% kanë pak ose aspak besim tek ky institucion”, thuhet në përfundimet e anketës.

Edhe besimi i qytetarëve tek gjykatat dhe prokuroritë ka shënuar rënie krahasuar me një vit më parë.

Media dhe ojq-të nuk gëzojnë nivel të lartë besimi. 21.42% e të anketuarve i besojnë ose besojnë plotësisht medias dhe 40.44% i besojnë disi. Nga ana tjetër vetëm 12.81% i besojnë ose besojnë plotësisht ojq-ve në vend.

Besimi i publikut është minimal tek partitë politike: vetëm 1 për qind e të anketuarve pohuan se u besojnë plotësisht partive politike dhe vetëm 5 për qind e tyre thanë se u besojnë atyre.

Në perceptimin e sigurisë publike për vitin 2022, pjesa më e madhe e të anketuarve pohuan se ndjehen të sigurt në shtëpi, lagje dhe qytet, por jo edhe në shtet, ku 36 për qind pohojnë se ndjehen të sigurt.

Të anketuarit renditën si kërcënimet më të mëdha për komunitetet e tyre largimin e trurit (83.48%), shërbimet e dobëta shëndetësore (53.61%) dhe ndotjen e ajrit (51.48%) dhe ndjejnë më pak kërcënim nga infrastruktura e dobët, mungesa e ndriçimit publik.

Gjysma e të anketuarve mendojnë se policia dhe gjyqësori kanë kapacitete deri në një masë të caktuar për t’u marrë me kërcënimet e ndryshme ndaj sigurisë kombëtare.

Mbi 65 për qind e të anketuarve mendojnë se policia ka kontribuar vetëm pjesërisht në përmirësimin e sigurisë së komunitetit përgjatë 12 muajve të fundit.

Si kërcënime kryesore për sigurinë vetjake të anketuarit renditën përdorimin e drogës, zotërimin e paligjshëm të armëve, vrasjet, aksidentet rrugore, grabitjet e shtëpive.

Ndërsa si kërcënime të brendshme për sigurinë kombëtare pjesa dërrmuese e të anketuarve theksuan krizën ekonomike, krimin e organizuar, ikjen e të shkolluarve, papunësinë, korrupsionin, ndërsa më poshtë renditin ekstremizmin e dhunshëm, dhe lajmet e rreme.

Të gjithë treguesit e këtyre kërcënimeve të brendshëm janë përkeqësuar ndjeshëm për vitin 2022 krahasuar me vitin 2021.
