Vetting, 131 police officers resigned/ Gladis Nano raises strong doubts, the full letter is disclosed

The former head of the Police, Gladis Nano, in a letter addressed to the general secretary of the Ministry of the Interior, Elena Pici, raised the alarm about the problems of vetting. According to him, vetting does not change the situation in the police, since all three criteria are investigated, as they are provided by law .

"With the entry into force of Law no. 12/2018, 131 police officers submitted a request for release from the State Police, mainly with the motivation "for family reasons".

Regardless of the official motivation used, it is thought that many of these resignations have come as a result of the high tension created, related to the deadlines for filling in the required documents, the impossibility of providing full supporting documents, the lack of information and advisory staff, etc".

This is stated in the letter written by Gladis Nanos for the Ministry of the Interior.

According to Nano, it is worth noting that the vetting process has proceeded at a slow pace and a very small number, relatively about 32 police officers at high management levels, have fully completed this process.

"This official figure within a long period of time, as well as the suspension of this process with the law 30/2021, violate the purpose of drafting and approving the law.

The vetting process has been accompanied by a cost borne by the state budget, for the members and secretariat of the KJV for salaries, expenses, per diems, but also additional costs for all police officers, to secure documents in institutions, their notarization etc.

Referuar largimit të punonjësve të policisë me hyrjen në fuqi të Ligjit nr. 12/2018, GRECO si një organizëm i rëndësishëm ndërkombëtar në fushën e anti-korrupsionit, në kuadër të integrimit të Shqipërisë në Bashkimin Evropian, është shprehur se: “vetingu mund të rezultojë në largimin e një numri të madh të stafit të kualifikuar, duke e bërë të vështirë ushtrimin e funksioneve bazë të policis”, shkruan Nano.

Sipas Gledis Nanos, Vetingu në Policinë e Shtetit duhet të shtrihet vetëm në nivelet e larta drejtuese, si drejtor dhe zëvendësdrejtor i përgjithshëm të policisë së shtetit, drejtor departamenti, drejtor i drejtorisë qendrore, drejtor në strukturat e veçanta, drejtor e zëvendësdrejtor në drejtoritë vendore të policisë, drejtor në drejtoritë e kufirit dhe migracionit dhe shef komisariati.

“Funksionet e mësipërme deklarojnë pasurinë me fillimin e detyrës dhe në mënyrë periodike për çdo vit pranë ILDKPKI, institucion i cili ka historikun ndër vite të të gjithë deklarimeve të drejtuesve përsa i përket vlerësimit të pasurisë. Me ligjin e miratuar, dhe nuk ndodhi asgjë më shumë se u krijua një institucion paralel me të, madje me përfaqësues të ILDKPKI. Këtij institucioni duhet t’i delegohet kontrolli i pasurisë edhe në të ardhmen.

Përsa i përket kontrollit të figurës dhe të integritetit, për të gjithë punonjësit e policisë, ka funksionuar një strukturë tjetër në Ministrinë e Brendshem me emrin SHKB, SHÇBA e cila ka investiguar gjatë gjithë viteve në drejtim të punonjësve të policisë. Aktualisht është në proces miratimi i projektligjit për Agjencinë e Mbikqyrjes Policore dhe besoj se ky institucion është i mjaftueshëm për të verifikuar integritetin e punonjësve të policisë edhe në të ardhmen.
